Responsibilities Summary: The primary purpose of this position is to serve as a unit Recruiter, Assessment, Selection, Training and Development (RAST-D) subject matter expert, responsible for filling vacancies for nearly 70- AFSCs. The position serves as the subject matter expert for all assignment issues to include time on station waivers, family special needs, billet issues and other candidate eligibility requirements. This position is responsible to develop recruiting strategy based on unit needs, prepared/execute recruiting events world-wide, manage the application database, connect with candidates to ensure eligibility and screen for follow-on assessment phase. Once screened and approved to Assess, the recruiter will coordinate with candidates and Assessment team and unit senior leadership to conduct an onsite screening to include logistics, packing lists and daily schedule. Once hired, the recruiter will coordinate with losing unit, member, and personnel/Human Resources to ensure a smooth assignment transition. During the Training and Development phases, the Recruiter is responsible to view/analyze the assessment data, then coordinate with the Training and Development leadership to design/implement a custom plan for the trainee. Duties: Plans, organizes, develops, and executes Recruiting actions to fill critical unit manpower requirements. Develops, Schedules, and Coordinates the unit's Assessment and Selection (A&S) Phase. Reviews, Identifies and Coordinates Training and Development Deficiencies. Catalogs applications in the Recruiting Management System (RMS). Requirements Conditions of Employment Qualifications Conditions of Employment (cont.): This position has been designated by the Agency as a Testing Designated Position (TDP) under the Agency Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions (i.e., internal activities or functions such as supply, budget, procurement, or personnel which serve to facilitate line or program operations). This level includes knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources (people, money, or equipment) in the area studied. Projects and studies typically require knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the Recruiter Management System (RMS) and lead refinement processes. RMS techniques to analyze, design, develop, implement, and evaluate recruiting actions. Knowledge of organizational procedures as they pertain to implementation, sustainment, modification, resourcing, and the RAS system production management principles, concepts, and policies to include resources management responsibilities of budget, and manpower. Knowledge of the AFPC agency assignment processes, policies and regulations, restrictions, limitations, and timeframes. Knowledge of Office of Personnel Management (OPM) civilian personnel guidance, policies, and procedures as it pertains to vacancies, assignments, and eligibility. Ability to perform public speaking engagements for up to 200 attendees, plan, organize, and direct the functions, operations, and staff of a small/medium-sized organization for RAS related events. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
