The Vice President of Facilities, Planning, and Operations is a senior level position, responsible for the facilities and operational functions at the Carnegie Museums of Pittsburgh. The position oversees the administration and execution of the engineering, maintenance, repair, and custodial programs to assure optimum utilization of facilities for the Carnegie Museums of Pittsburgh. In addition, the position is responsible for other operational activities such as security, parking, shipping, and receiving. The position is responsible for the day-to-day operations and management of the Bellefield Boiler Plant.

The position works with the Building and Grounds Committee of the Board of Trustees as well as the Supervisory Committee of the Bellefield Boiler Plant.

QUALIFICATIONS

EDUCATION & EXPERIENCE:

  • Position requires, a BA or BS in engineering, architecture or business management from an accredited college or university;
  • A minimum of 7-10 years of experience at a supervisory level managing and directing the planning and maintenance work for a large facility or facilities.

KNOWLEDGE, SKILLS, ABILITIES:

  • A solid understanding of historic and state of the art mechanical, electrical, life safety and building management control systems;
  • Experience in unionized labor environments; 
  • A working knowledge of MS Windows, Access, Word and Excel;
  • Excellent interpersonal and communication skills; 
  • The ability to effectively communicate and coordinate actions with board Members, Senior Staff, Directors, Museum staff, contractors, and architects;
  • The ability to develop, monitor and work within fixed annual operating and capital budgets. 
  • Construction experience and City of Pittsburgh Engineering License is desirable.

This position requires working various schedules and times including daylight, evenings, nights, and weekends.

PHYSICAL REQUIREMENTS:

  • Required to stand; walk; sit; use hands to finger, handle, or feel and reach. The employee is occasionally required to climb or balance and stoop, kneel, crouch, or crawl. 
  • Specific vision abilities required by this job include Close vision and Distance vision.

PRINCIPAL ACCOUNTABILITIES

Leadership

  • Staff, develop, and motivate an effective organization, which can meet the present and future demands of all facilities and provide responsive and effective services in support of the mission of the institution.
  • Supervise, direct, and control the day-to-day management and supervisory staff to assure that all tasks are performed according to established priorities.
  • Organize and coordinate the work of subordinates through effective distribution of workloads and responsibilities.
  • Schedule staff always assuring adequate coverage.
  • Provide on-the-job training for new employees, instructing them in the methods that will secure optimum utilization of time and supplies and will maintain standards required.
  • Implement and support, in a spirit of cooperation, all policy decisions to achieve a cohesive and efficient department management effort.
  • Establish long and short-term goals for each of the activities managed.
  • Interface with community representatives on behalf of CMP.

  • Serve as a member of the Institutional Leadership Team and various committees and share in the decision-making process of the organization.
  • Cooperate and coordinate activities with other members of CMP.
  • Carry out the recommendations and directives of the COO.
  • Develop and maintain effective channels of communication within the department to encourage cooperation among staff and increase its effectiveness to the components served.
  • Help negotiate SEIU and IUOE labor contracts.

BUDGETING

  • Annual capital and long-range planning for all buildings.

Human Resource Management

  • Direct recruiting, interviewing, hiring, promotion, performance management and termination of staff.

``` - Establish succession plan for senior supervisory staff. - Recommend promotions, transfers, termination, disciplinary, and other personnel actions.

ENERGY MANAGEMENT

  • Responsible for utility monitoring including overseeing energy management practices.
  • Responsible for the procurement of negotiated utility services.
  • Direct the development and implementation of long-range energy solutions, including modifications to BBP and other facility energy infrastructure systems.

General Duties and Responsibilities

  • Inspect all facilities on a routine basis and assures that deficiencies are corrected.
  • Observe safety and security procedures.

``` - Exhibit courtesy and sensitivity in interactions with the various internal and external customers.  - Project the image and attitude of the CMP.
