POSITION SUMMARY

This position is in the Department of Mobility and Infrastructure (DOMI), Office of Public Space and Permitting. The office oversees more than 20 permit and plan review types necessary to construction, excavation, and/or to occupy city roads, sidewalks and other property otherwise known as public right-of-way (ROW). This position regularly acts as a liaison and first point of contact between the City and utility companies, contractors, engineers, developers, and members of the general public needing to work in or occupy public space.

Salary: $47,910 per year.

Union: This position is included in the American Federation of State, County, and Municipal Employees, Local 2719 bargaining unit and will be filled in accordance with the provisions of the collective Bargaining Agreement.

  • A current, valid Class C Pennsylvania Motor Vehicle Operator's License is required at the time of filing application or prior to appointment, which must be maintained throughout employment.     Qualifying Requirements:

    Your City of Pittsburgh application will be reviewed, and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will be sent an eligibility letter regarding your eligible/ineligible status.

  • WORK EXPERIENCE: The application must clearly show one (1) year of full-time experience which includes the issuance, monitoring and verification of permits AND directly working with internal and external customers. (Less than full-time experience will be calculated on a pro-rated basis.)

  • EDUCATION/TRAINING: The application must clearly show a high school diploma or GED equivalent.

  • EQUIVALENCY: None permitted for this position. Therefore, no education/training and/or work experience may be substituted toward the qualifying requirements listed above.

You must pass the written and/or performance examination(s) in order to have your name placed on the official Civil Service eligibility list for this position. POSITION DUTIES

  • Administers the intake, review and approval of construction and occupancy permits required to work within the public right-of-way .

  • Reviews applications for completeness and verifies accuracy of subm itted materials.

  • Assesses scope of application request s and advises customer of relevant requirements, policies and procedures including those in the Pittsburgh Municipal Code and ROW Procedures Manual .

  • Performs right-of-way , street, and property research necessary to administer permits.

  • Communicates , verbally and in writing, technical and sometimes complex policies and standards around right-of-way management and construction to a wide range of users including utility companies, contractors, City personnel, engineers, developers and the general public.

  • Records, files and indexes surveys, plans, documents and other information necessary to keep real estate and road way records up to date.

  • Identifies permit violations; issues revised permits and/or initiates permit application process .

  • Secures and reviews appropriate bonds and insurance certificates from utility companies, contractors and the general public.

  • Calculates and understands schedule of permit fees.

  • Establishes and maintains computerized files.

  • Processes credit card and check payments .

  • Performs activities and functions of related lower-level personnel as assigned or required.

  • Performs such other related tasks and duties that are assigned or required.
