Donnelly Boland and Associates Manager - Child Welfare Analytics and Operations Research in Pittsburgh, Pennsylvania
Donnelly-Boland and Associates, headquartered in Pittsburgh, PA, has a Manager -- Child Welfare Analytics and Operations Research position in Pittsburgh, PA, responsible for leading and managing the data, analytics and operations research strategy for our client, the Office of Children, Youth, and Families of the Allegheny County Department of Human Services. Specific duties include: (i) designing and implementing a research agenda to evaluate child welfare and integrated program services administered by the Allegheny Country Department of Human Services; (ii) analyzing data to support the operational and policy needs of the department and using the most appropriate analytic methods and mathematical models for each project; (iii) prioritizing and informing the design of quantitative and qualitative data analysis, reporting, quality improvement, and research activities; (iv) developing and supporting quality improvement programs and operational improvements based on data analysis; (v) supervising six (6) full-time staff within the Office of Children, Youth, and Families' Analytics Unit including by reviewing work products developed by staff for accuracy and effectiveness, providing feedback to improve products and enhance staff skills, and coaching and mentoring staff to produce timely, high quality work products; (vi) identifying priorities and requirements for research and reporting; (vii) writing and reviewing public-facing research reports describing the methodology, findings, and recommendations of completed studies; (viii) presenting analytic results to internal and external stakeholders; (ix) serving as a project manager for IT initiatives that use data to support workers and decision makers, such as reporting applications, dashboards, and decision support tools; (x) prioritizing Allegheny Country Department of Human Services-wide Data Warehouse and reporting activities; and (xi) leading the ongoing design, development, and enhancement of Allegheny Country Department of Human Services information systems.
Must have a master's degree in a science, technology, engineering, or mathematics (STEM) field plus two (2) years of experience with quality improvement programs.
Experience must include (can be concurrent) two (2) years with each of the following: (i) program evaluation, quality assurance, operations research, or data analysis (or a combination of these), including supervisory experience; (ii) operations improvement, process improvement, and continuous improvement paradigms, including Theory of Constraints and Lean Six Sigma methodology; (iii) developing and reviewing code, models, and statistical analyses; and (iv) transforming raw data into finished projects.
Must have knowledge of each of the following: (i) database design; (ii) analytical tools, such as Excel, R, Python, and SQL; and (iii) presentation software, such as Tableau and Office.
