POSITION SUMMARY

Oversees PLI’s construction division in conformance with applicable regulations, ordinances, codes, standards, and design, engineering, and construction practices. Establishes departmental interpretations of applicable regulations, ordinances, codes, and standards . May serve as or perform the delegated duties of the City’s Building Code Official per the Pennsylvania Construction Code Act (PCCA) and Uniform Construction Code regulations (UCC).

  • ICC #78 Commercial Energy Plans Examiner and UCC #28 Energy Plans Examiner

  • ICC Mechanical Plans Examiner #M3 and UCC #26 Mechanical Plans Examiner

  • The following minimum certifications are required within twelve (12)months from the date of employment and must be maintained throughout employment:

  • The following minimum certifications are required within eighteen (18) months from the date of employment and must be maintained throughout employment:

NOTE: The City of Pittsburgh, as a matter of policy, conducts pre-employment and promotional background investigations on all candidates being considered for positions. Qualifying Requirements :

Your City of Pittsburgh application will be reviewed and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will be sent an eligibility letter regarding your eligible/ineligible status.

  • WORK EXPERIENCE: The application must clearly show six (6) years of full-time experience in building code enforcement (plan examiner or inspection) or a related field and three (3) years of full-time supervisory experience. (Less than full-time experience will be calculated on a pro-rated basis.)

  • EDUCATION/TRAINING: The application must clearly show a bachelor's degree in architecture, engineering, or a related field and the following minimum certifications:

  • International Code Council’s (ICC) #B2 Commercial Building Inspector

  • ICC #21 Accessibility Inspector/Plans Examiner

  • ICC #78 Commercial Energy Plans Examiner or ICC #77 Commercial Energy Inspector

  • ICC Commercial Mechanical Inspector #M2

  • PA Department of Labor and Industry’s (UCC) #29 Building Code Official

  • EQUIVALENCY: Education/training and/or work experience, unless otherwise noted, may be substituted on a year-for-year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirements for this position based on the sum of work experience and education/training listed above is ten (10) years. No equivalency will be accepted for the required supervisory work experience or the required certifications listed under education/training. (See NOTE under the General Application Requirements Section above regarding the verification of education/training.)

CIVIL SERVICE EXAMINATIONS

You must pass the written and/or performance examination(s) in order to have your name placed on the official Civil Service eligibility list for this position. Candidates who receive job offers must pass a medical examination (when applicable) prior to start date.

POSITION DUTIES

  • Directs , monitors , manages, supervises, coordinates , and evaluates the work of the Construction Division .

  • Directs , assigns, and coordinates the intake, review , inspection , and issuance of all PLI permits through subordinate supervisors and managers in conformance with applicable regulations, ordinances, codes, standards, and design, engineering, and construction practices.

  • D evelops Construction Division goals, objectives , priorities, and key performance measures and a ssigns/ delegates projects , programs, and responsibility for efficient operations .

  • Responsible for the supervision , management including discipline , training, development, and providing technical assistance to all assigned personnel and areas of responsibility.

  • May serve as or perform delegated duties of the City’s Building Code Official per the PCCA and UCC requirements and fulfill all legally required duties as directed by the Director.

  • Develops and documents the Construction Division policies, procedures, and interpretations of applicable regulations , ordinances, codes , and standards .

  • Represents the Department at meetings and responds to inquiries and requests from City Council, City Departments and Agencies, governmental bodies, the public, and other organizations as needed with or in place of the Director.

  • Assists in evaluating and coordinating PLI’s response to emergencies, including but not limited to, vehicles into structures, structure collapses, structure fires, landslides, etc. This role includes responding to PLI’s 24-hour emergency on-call representative requests for Director level authorization per PLI’s current on-call policy and standard procedures and occasionally cover ing an on-call shift per the direction of the Director. This duty requires remaining accessible via city-issued mobile device outside of normal business hours. This position shares this duty with the Director and Assistant Director of Operations.

  • Manages areas of responsibility fairly and in strict conformance with applicable regulations, ordinances, codes, and standards; design, engineering, and construction practices; and city and departmental policies.

  • Works closely with other Department divisions, City departments, agencies, and authorities, other governmental agencies, and organizations related to the Construction Division work.

  • Assists with the direction, management, strategic guidance, and long-term planning of the Department, including determining the construction division’s budget needs and organizational changes.

  • Provides testimony in legal proceedings and defend the City’s and PLI’s position.

  • Keeps current on design, engineering, construction, and code practices and industry trends.

  • Performs activities and functions of related pe rsonnel and other tasks and duties as assigned or required .

  • Works evenings, weekends and holidays as required .
