Summary You will serve as a PHYSICAL SCIENCE TECHNICIAN (INSTRUCTION in the Radiological Control Office, Guam Detachment of PEARL HARBOR NSY AND IMF. Responsibilities You will research and review courses involving radiological controls (RADCON) in production shops and codes. You will review graded written examinations and surveil practical examinations administered by other shops and codes for accuracy in grading and adherence to established policies and procedures. You will plan, develop, coordinate, facilitate, progress, and evaluate all radiological training courses of the assigned branch You will be responsible for maintaining radiological knowledge at the highest possible level by keeping abreast of current developments in the field and changes in policy, regulations, and requirements. You will conduct worksite surveillances to monitor effectiveness of training and adherence to standards. You will recommend and implement changes to training and procedures utilized to ensure adequacy, accuracy, effectiveness, and adherence to standards. You will anticipate problems and attempts to resolve them at the lowest level practicable. You will have a major influence on the effectiveness and timeliness of Shipyard training courses that come under the incumbent's cognizance. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying radiological controls and reactor principles, radiological surveys (interpreting and evaluating hazards); techniques to detect and measure radioactivity and ionizing radiation; interactions of ionizing radiation with living and non-living materials, reactor systems; standards and practices of radiation protection; Shipyard practices and requirements as they apply to radiological controls; and conducting worksite surveillances to monitor the effectiveness of training and adherence to standards. This position requires the incumbent to be medically qualified to receive occupational exposure to ionizing radiation in accordance with NAVMED P-5055. The incumbent may be assigned to work in areas where certain potentially harmful physical and chemical agents are present. These agents may include, but are not limited to fumes, dust, noise, heat, ionizing and non-ionizing radiation, chemicals, etc. To ensure employee safety and health, the shipyard maintains personnel protection programs consistent with applicable laws and regulations. These programs may include engineering controls, training, work procedures, use of personnel protection equipment, and medical surveillance. As part of the medical surveillance programs, the incumbent will be required to take medical examinations to assess his or her medical qualification for duty involving work with these agents. Work is usually performed in an office setting. Work may also be performed in waterfront, ship, and shop areas with the resultant exposure to noise and industrial safety hazards. Shipboard work areas are subject to heat, dust, noise, fumes, and radioactivity. The incumbent is required to utilize a variety of protective devices such as hard hats, goggles or safety glasses, ear protection, safety shoes, and occasionally anticontamination clothing, masks and respirators. Periods of uncomfortable, warm temperatures exceeding 110°F may exist. The work is sedentary but can require long periods of standing. There are recurrent periods where the incumbent is required to board Naval nuclear vessels or enter waterfront areas which involves climbing, bending, entry into confined spaces, exposure to industrial hazards, and lifting weights less than 50 pounds. May require travel to the continental United States or overseas for supporting work, training, and/or response to emergencies. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
