National Park Service Maintenance Worker (MVO) in Pipestone, Minnesota

Summary This position's work includes custodial worker and laborer duties, related to elementary trade practices such as masonry, carpentry, gardening, plumbing, roofing, painting, and other trade work. The incumbent may occasionally assist journey level trade workers by performing simpler and more routine, basic recurring maintenance and repair work. Responsibilities Performance of a variety of duties required in the routine operation, maintenance and minor repairs of buildings and related facilities, including roads and trails, landscaping and grounds care. Janitorial work to include daily cleaning of restrooms, public areas and offices including washing, stripping and waxing floors; vacuuming carpets and washing windows and mirrors. Minor carpentry repairs to building and structure components such as roofs, walls, ceilings, doors and windows. Use electrical power tools to cut, router and sand informational signs. Minor plumbing repairs include replacing washers, valves and water supply lines. Painting and preparing surfaces; both interior and exterior wood, plaster and concrete. Minor electrical repairs and use of welding and metal cutting equipment are also frequently performed. Assist in concrete repairs to walks, trails and brick or wood structures. Use of riding lawn mowers is a part of the grounds care duties. Must be able to operate standard transmission vehicles including 4 x 4 pickup and garden tractor mower. The position will include exposure to difficult field conditions (high heat/humidity, biting insects). Incumbent must be in excellent physical condition, be able to do considerable walking, standing, bending, kneeling, stretching, climbing, crawling, working outdoors in high humidity, wind, dust and temperatures that can reach 100+ degrees. Employee will be required to complete a pre-employment background security check. Qualifications To qualify for this position, you must have sufficient knowledge and ability in the following job-related factors: Ability To Do The Work Of The Position Without More Than Normal Supervision (SCREEN OUT) Ability To Interpret Instructions, Specification, etc. (includes blueprints reading) Ability To Use and Maintain Tools and Equipment Knowledge of Equipment Assembly, Installation Repair, etc. Knowledge of materials Technical Practices (theoretical precise, artistic) Use of Measuring Instruments Vehicle Operation SCREEN OUTS: QUALIFICATIONS: Performed elementary carpentry repairs such as replacing broken planks on picnic tables, repairing siding or wooden chairs with nails, reapplying/repairing molding, or installing shelving, signage, or items like whiteboards. Repaired minor wood structures, such as park benches, waste baskets, and signs. Used circular or hand saw to make straight and routine cuts. Used simple measuring devices such as tape measures and squares; and hand and power tools such as hammers, bars, handsaws, screw drivers, and skill saws. Replaced toilet seats, installed soap and paper towel dispensers, unplugged sinks and toilets using a plunger. Tightened simple connections to stop leaks. Cleaned and prepared buildings, walls, trim, and floor surfaces for painting by sanding, scraping, or wire brushing. Performed touch-up painting on tools and equipment, wood, or metal surfaces. Stained slats in park benches or on waste baskets. Painted garbage cans, gates, signposts, and other features. Inspected, maintained, and replaced light bulbs in a variety of fixtures both inside and outside. Mowed lawns using large, complex industrial-type (walking and riding type) power mowers and a small domestic power mower. Performed routine maintenance and repair on equipment. Operated power edger and trims along walkways and curbs. Cut and removed brush; dug and filled trenches with pick and shovel. Hauled materials with wheelbarrow. Cleaned and serviced restrooms, other visitor facilities and/or office areas, employee break rooms, exhibit areas. Loaded trash and debris into trash packers, dump trucks, and other vehicles and receptacles. Performed asphalt work and road maintenance by repairing pavement surfaces. Used, cared for, and accounted for various hand tools and equipment. Picked up tools and equipment after completion of project or assignment. Cleans work area and returns tools to designated compartments, racks, carts, or toolboxes. Swept sawdust, cleaned spills, gathers scrap, and remove trash to keep work area clean and orderly. Spread sand on ice from the back of moving truck during inclement weather; shoveled walkways; applied ice control chemicals to sidewalks, plazas, steps, and parking lots. Operate motor vehicles up to 10,000 pounds GVW including 2- or 4-wheel drive pickups on regularly established schedules and standard routes to transport personnel, supplies, materials, or equipment and tools throughout the park under limited traffic conditions at low speeds. Perform minor operator maintenance on light duty motor vehicles such as pickup trucks, panel trucks, flatbed trucks, carryalls, sedans, crew cab pickup trucks. Work is supervised throughout completion. Orally received and carried out detailed assignments. DRIVER'S LICENSE: You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. Non-Competitive Rehire Eligibility: Temporary seasonal employees can only maintain their non-competitive rehire eligibility if they work no more than a combined total of Temporary NTE less than 1040 hours anywhere in the National Park Service (NPS) within their established service year. Accordingly, non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402[b][7]), based on series and grade, anywhere in the major subdivision (NPS). If you have held a temporary seasonal appointment in the past 12 months and have already worked the maximum temporary appointment less than 1040 hours during that period, you are still welcome to apply. However, please be aware that exceeding the limit of 1040 hours in your established service year will result in the loss of your non-competitive rehire eligibility. The limit can be exceeded by working multiple temporary seasonal positions that result in a combined total greater than 1040 hours. The limit also can be exceeded by working a single temporary seasonal appointment that exceeds 1040 hours, unless granted an exception by OPM. Employment may be terminated at any time due to fluctuations in funding levels, project needs, employee performance, or other considerations. Physical Demands: The incumbent may lift, carry, set up and handle tools, parts, equipment and materials that weigh up to or over 50 pounds unassisted. May work from ladders, platforms, scaffolds and perform work or repairs in hard to reach places and positions. Requires standing, stooping, bending, kneeling and climbing in tiring and uncomfortable positions. Required to operate standard hand and power tools. Working Conditions: Work is performed both inside and outside. Incumbent is subject to climatic extremes in all weather conditions. Work conditions may be dusty, greasy and noisy. There is exposure to fumes and the possibility of electric shock, bruises, burns, scrapes and cuts. The work requires frequent special care to avoid injuries. To reduce the dangers, the incumbent is required to follow prescribed safety practices such as wearing specified trades and craft protection clothing (i.e., hard-hats, gloves, safety shoes and glasses, ear plugs, respirators and rain gear).
