Summary

The Plumbing Inspector is responsible for conducting inspections and licensing investigations of commercial and public buildings to assure compliance with plumbing codes, standards, and public health laws. This position is governed by state and federal laws and agency/institution policy.

Functions

Conducts on-site inspections of new and existing plumbing and natural gas installations in commercial and public buildings to verify the use of proper materials, current licenses, and applicable permits. Provides assistance to city and county plumbing inspectors in developing plumbing and gas inspection programs by interpreting code changes, new regulations, work procedures, and techniques and by training new inspectors for program consistency. Reviews plumbing plans and specific actions for new or re-designed buildings for deficiencies or errors in plans and confers with engineers, architects, and facility owners concerning recommended changes for compliance. Compiles and submits weekly inspection activity reports for supervisor's review and maintains records of inspection rescheduling and follow-up for the preparation of materials requested by prosecutors and attorneys. Investigates the validity of data on applications for licensing to certify the meeting of requirements for examination eligibility. Provides assistance in the administering, scoring, and updating of written and practical performance journeyman plumber licensing examinations and recommends applicants passing examination for licensure. Conducts public meetings for discussion of issues relating to plumbing and natural gas, public health laws, and other citizen concerns. Investigates deaths caused by gas-related incidents and submits a report of findings. Performs other duties as assigned.

Knowledge, Skills and Abilities

Knowledge of state and federal laws and regulations governing plumbing practices and licensing. Knowledge of investigation standards and procedures. Ability to conduct on-site investigations to determine compliance with laws and public health standards. Ability to prepare and present technical oral and written reports. Ability to administer, score, and update licensing examinations. Ability to review plumbing plans for compliance and recommend necessary changes. Ability to train inspectors on plumbing codes and procedures.

Minimum Qualifications

The formal education equivalent of a high school diploma; plus licensed as a master plumber by the Arkansas Committee of Plumbing Examiners, as established by Act 200 of 1951 and Act 902 of 1975; plus one year of experience in the plumbing industry. OR The formal education equivalent of a high school diploma; plus seven years of experience in the plumbing industry, conducting plumbing inspections, or in a related field. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
