As a member of the Policy & Advocacy Team, the Policy Associate Director will lead complex care (Long Term Supports & Services and Duals Special Needs Plan) policy work. Work will including identifying emerging trends and developing proactive positions and responsive materials that serve state-specific and federal advocacy needs. The individual will work closely with health plan and product teams to maintain awareness of challenges and opportunities and share insights on opportunities to be innovative in service to individuals who are dually eligible. The successful candidate will have a strong mastery of developing and presenting advocacy materials that support market positioning to influence policy makers and senior leadership.

Primary Responsibilities:

  • Serve as subject matter expert for duals and LTSS policy ensuring deep understanding of Medicaid and Medicare policies - tracking trends and developing advocacy positioning and external thought leadership content in accordance with business positioning

  • Develop and execute on a robust policy agenda consistent with business priorities across assigned markets

  • Drive external engagement strategy to accomplish advocacy agenda and influence state policy conversation in support of duals growth and sustainability

  • Develop internal and external educational programming to increase awareness/knowledge of DSNPs, individuals who are dually eligible and long term supports and services internally

  • Possess a solid awareness of DSNP policy trends to allow for strategic decision making necessary to navigate engagement with organizational leaders internally and externally

  • Build and maintain relationships with internal Product and health plan teams and establishing processes for shared understanding and agreement on business risk, opportunities and approaches through joint planning documents and scenario planning tools for assigned markets

  • Consistently present to state agency staff in markets with products serving dual eligible consumers

  • Engage in ad hoc research, policy or thought leadership development

Functional Competencies

  • Knowledge of managed care in government programs

  • Knowledge of LTSS and HCBS

  • Experience engaging in policy research and analysis, preference in area of duals, DSNPs and the intersection with Medicaid

Required Qualifications:

  • 5+ years of experience working in managed care organizations, State/Federal Governmental Agencies, State Legislative and/or Congressional offices

  • 2+ years of background in DSNP/Medicare/Medicaid

Preferred Qualifications:

  • Experience in effectively and efficiently managing multiple priorities and projects in a fast-paced environment

  • Intermediate level of proficiency in analyzing policy information; experience communicating the findings to a variety of audiences

  • Proven excellent interpersonal writing, oral, and presentation skills

California, Colorado, Connecticut, Hawaii, Nevada, New Jersey, New York, Rhode Island, Washington or Washington, D.C. Residents Only: The salary range for this role is $104,700 to $190,400 annually. Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. UnitedHealth Group complies with all minimum wage laws as applicable. In addition to your salary, UnitedHealth Group offers benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements).
