The Wistar Institute of Anatomy & Biology Laboratory Operations & EHS - Director Laboratory Operations and Environmental Health & Safety in Philadelphia, Pennsylvania

The Wistar Institute has an opening for a Laboratory Operations and Environmental Health & Safety Director who will work collaboratively with the Science Staff, Legal, Administrative, and Operations teams, developing and delivering strategic plans and projects to ensure attainment of Wistar's goals relative to scientific operations, safety compliance, occupational safety, emergency management, and regulatory compliance for laboratories.

Key Duties and Responsibilities:

Supervisory Oversight

  • Supervise a team of science administration professionals.
  • Prepare and maintain department budget.
  • Oversee the Common Use Equipment capital budget for purchases of scientific equipment.
  • Collaborate with Legal and Compliance for regulatory permits and licenses for biological and chemical materials.

Biosafety

  • Serve as a member of IACUC, IRB and IBC.

``` - Final safety reviewer of IBC, IACUC and IRB protocols. - Responsible official for Select Agent Program, BSL-3 Program, Biosafety Officer - Work with the Institute Biosafety Office to ensure biosafety, chemical hygiene, and occupational health best practices are defined, collaboratively with research staff.

Occupational & Laboratory Safety

  • Serve as Chemical Hygiene Officer: Responsible for implementing and updating the Chemical Hygiene and Occupational Safety Programs. 
  • Serve as Chair of the Institutional and Laboratory Safety Committee.
  • Conduct ergonomic assessments.
  • Industrial hygiene monitoring for workplace hazards (This includes chemical exposure monitoring, biological and physical hazards).
  • Responsible for implementation and dissemination of the Safety Data Sheet (SDS) process.
  • Ensure that emergency shower stations, eyewash stations, and chemical fume hoods are tested annually.
  • Ensure chemicals are used and stored in recommended manner.
  • Work jointly with Human Resources: Ensure OSHA record keeping, training and reporting requirements are met in a timely manner. 
  • Conduct accident investigations to determine root causes and provides "quality" assessments to establish corrective and preventive actions.
  • Enforce work-related health/immunization requirements for employees and maintain records.
  • Respond to chemical spills, odor complaints, and conduct comprehensive accident investigations when necessary.
  • Conduct walk-through of labs and other working areas to assess compliance of safety policies and regulations and to identify existing and potential accident and health hazards. 
  • Record and maintain file of reports.
  • Recommend corrective, preventative measures, as appropriate.

Environmental Management

  • Oversee waste collection and disposal operations and supervise responsible contractors and Wistar staff in these activities, including chemical, biological and domestic waste, to ensure compliance with city, state and federal regulations. 
  • Ensure pollution prevention principles are followed. 
  • Oversee compliance with EPA and city stack emission standards and ensure that necessary permits are maintained, and respective testing is accomplished.
  • Conduct Air Emissions Inventory and submit respective documentation to Philadelphia AMS.

Radiation Safety

  • Act as liaison with University of Pennsylvania Radiation Safety Office.
  • Oversee operation of cesium irradiator.

Emergency Preparedness & Response

  • Respond to, and assist with, the mitigation o emergencies and spills. 
  • Investigate accidents and incidents. 
  • Maintain Crisis Management Plan.

Fire Safety

  • Responsible for compliance with city fire regulations, including oversight of signage, detection and alarm systems, fire extinguisher inspections, conducting evacuation drills and employee training.

Training

  • Design, develop, and provide formal and informal education and training, including online training modules.  Training programs such as: New Employee and Annual Refresher - Employee Safety Orientation (includes basic fire safety and Crisis Management Plan Orientation), Annual Bloodborne Pathogens Training, Hazardous Materials Shipment, Chemical Hygiene Review, Animal Facility Safety Orientation, Physical Plant Staff Training, Irradiator Training, Security & Animal Facility Staff Training, and BSL3 Facility Training. 

Phlebotomy -- Blood Donor Program

  • Liaison with University of Pennsylvania Occupational Health department regarding blood donor screening tests as needed.

Miscellaneous Activities

  • Inspect Institute facilities to ensure compliance with safety policies and regulations; identify existing and potential accident and health hazards; recommend corrective, preventative measures, as appropriate; halt any operation or activity that constitutes an imminent hazard to personnel or equipment. 
  • Maintain a database of all hazardous biological and chemical agents in the Institute.
  • Coordinate safety issues with all Institute insurance underwriters.
  • Review and recommend facility and laboratory design, as required for building renovation projects.

Education Requirements: A bachelor's degree or equivalent in Environmental Health, Environmental Science or related discipline required.  MS degree preferred.

Experience: Minimum of ten years of safety experience, preferably at an academic biomedical research institution or university.  Supervisory experience is preferred.

Specific Knowledge, Skills, or other Qualifications: Computer literacy, including working knowledge of word processing including Word, Excel and PowerPoint.  Professional credentials such as CIH, CHMM, PE, RBP, CBSP, and/or CSP desired.  Excellent interpersonal and oral and written communication skills required.  Knowledge of all federal, state, and local regulatory agencies' rules and regulations. Ability to think independently and respond appropriately to crisis.  Ability to plan initiatives, coordinate relevant stakeholders, and bring projects to completion in a timely manner.  Ability to communicate effectively with diverse personnel with varied degrees of scientific background.
