Philadelphia Housing Authority Compliance Specialist in Philadelphia, Pennsylvania

Marketing Statement

 

Ensures tenant files, rent collection ledgers, vendor files and housing inspection files are in compliance with federal, state, local and HUD regulations; performs other related duties. The Compliance Specialist will also analyze and implement process improvements.

Annual salary range: $51,500 - $56,200.00

 

Qualifications

 

Education, Training and Experience Guidelines:

Possession of a Bachelor's degree with major course work in Industrial Engineering, Business, Accounting, Public Administration or a related field; AND two (2) or more years compliance experience; OR an equivalent combination of education and experience.

 

Required Knowledge of:

Federal and State regulations governing housing and finance; Methodology and objective testing methods; Principles and practices of management, organization and administration; Knowledge of quality control, quality assurance techniques, lean methodologies and principles; General office practices and equipment; Standard computer software applications.

 

Required Skill in:

Coordinating and executing internal and external compliance review operations; Ensuring compliance with regulations governing public housing and financial operations; Operating a personal computer utilizing standard and specialized software; Interviewing and eliciting information; Process mapping, data collection and cost analysis; Review and analysis of systems, processes, documents and data. Ability to analyze and interpret a variety of facts and findings; Effective verbal and written communication; Effective presentation skills; Interacting with people of different social, economic, and ethnic backgrounds; Ability to work individually and in team-oriented environment on a variety of projects; Establishing and maintaining effective working relationships with staff, PHA departments, employee groups, management, and the general public.

 

LICENSE AND CERTIFICATION REQUIREMENTS:

May require possession of a valid Commonwealth of Pennsylvania Class C Driver's License.

Certification in lean process improvement and/or project management is preferred.

 

PHYSICAL DEMANDS AND WORKING ENVIRONMENT:

Work is performed in a standard office environment, but may require limited travel to PHA sites as warranted.

 

Responsibilities

 

Executes annual compliance plan; conducts compliance reviews and documents review results; Develops, monitors and analyzes compliance reporting measurements; Executes scheduled compliance reviews to ensure that PHA  departments follow applicable policies and procedures and are in compliance with the federal, state, local and HUD rules and regulations; Makes recommendations to PHA departments and staff regarding the execution of compliance methodologies and process improvements; Recommends implementation of systems and process improvements to ensure adequate compliance measures exist; Analyzes, summarizes and reports compliance review results and operational trends to PHA management and executives; Performs Site Based Quality Assurance reviews; ensures tenant files, rent collection ledgers, vendor files and housing inspection files are in compliance with federal, state, local and HUD regulations, ensures policies and procedures are being adhered to; Reviews key performance indicator data to observe and analyze trends and make associated recommendations; Respond to HUD regulatory inquiries and audits; Stays abreast of new trends and innovations in the field of governmental regulations in the development of quality assurance programs and procedures; Maintains absolute confidentiality of work-related issues and PHA information; AND Performs related duties and responsibilities as assigned.
