Description

Basic Function - As directed by ASG Management and the Consortium Manager or their designee, the Lead/Supervisor will coordinate and directly supervise the schedule and activities of the Control Rooms and Dispatchers. Additionally, they will supervise the activities of the Staff and will be responsible for report generation and archiving. The Lead/Supervisor may also support the Consortium Manager or their designee in preparing reports and trending analysis. Required duties include, but are not limited to the following: * Coordinate and supervise the schedule and activities of the BHS Operators and Dispatch Staff. * Interview and screen new BHS Operators and/or Dispatch Staff employees. * Maintain personnel and attendance records. * Perform the duties of the Dispatcher and/or BHS Control Room Operator when necessary for shift coverage, or short-term coverage for break relief. * Train Operator and Dispatch staff. * Lead shift coverage schedules, outreach, and coordination of call-outs and scheduledPTO to ensure minimum staffing requirements are met including maintaining logs of such data. * Provide shift coverage/relief for lunch and breaks for other staff as required. * Address staff performance, compliance, HR, or administrative issues in conjunction with Management. * Attend meetings with Management, PhiliTEC, airport, and airline representatives. * Lead and Oversee implementation of contingency plans and address any emergenciessituations to direct the team. The role of the BHS Control Room Operator is to constantly monitor the status of the maintained systems and alert Baggage Jam Runners/Manual Encode Operators, Technicians, The Consortium Manager or their designee, and other appropriate stakeholders when situations occur that need their attention. The BHS Control Room Operator shall have a good understanding of the physical system layout and associated controls functionality in order to efficiently manage the baggage flow during the daily operation through the BHS and direct the response staff to the incidents. The BHS Control Room Operator shall fully understand all the functions of the BHS Control Systems, the System Contingency Plan approved by the Consortium Manager, and how to use these functions to monitor, control/manage the operational control functions of the BHS for dispatching appropriate Mechanics/Technicians to troubleshoot and address system faults. Required CRO duties include, but are not limited to the following: * Be the Point of Contact (POC) in the Control Room for that BHS area * Serve as the POC to customers and vendors for that BHS area * Coordinate customer service requirements with maintenance personnel. * Communicate operational issues with all appropriate stakeholders. * Answer phones and enter work orders into CMMS when necessary * Coordinate the scheduling of technicians when appropriate * Input required response and WO information into the CMMS when necessary * Create parts notifications as necessary. * Respond to operational inquires, complaints and issues within (1) minute of being notified. * Monitor annunciated alarms and system problems and dispatch appropriate respectivepersonnel within (1) minute of the alarm or problem. * Provide expedient notification to airline or airport stakeholders on BSM or flight scheduleissues as they relate to the BHS in that area. * Monitor the conveyor line baggage flow balancing, laser array statistics, statistical reports and make-up assignments. * Obtain, edit and load flight schedules; * Coordinate schedules to maximize usage resources when necessary. * Generate operational reports as required by contract stakeholders. * Provide recommendations to improve system efficiency/productivity. * Provide reporting for operational and maintenance numbers/challenges including those for read rates and in service p rcentages. * Trend and alert supervision to any reoccurring issues and push toward relentlesscontinuous improvement. * Comply with the company safety program and training and maintain a clean, neat and orderly work environment. * Monitor Graphical User Interface items and other equipment within hat BHS area including but not limited to Programmable Logic Controllers, Scanners, Servers and associated applications and processing of BSMs. * Clean and monitor scanner arrays around the CR location as time permits. * Be knowledgeable on PLC(s), Scanner arrays and servers within the system and assist the OEM and techs to resolve problems in the baggage system. * Make BHS operational decisions, initiating and coordinating implementation of anybackup/fallback procedures necessary to allow continued operations (e.g., choosingalternative routings via reversible conveyors, initiating use of Fallback tags, coordination with user airlines); * Interface directly with the user airlines, airport, PhiliTEC and the TSA; * Ensure smooth daily start-ups by reviewing start-up check lists and procedures; * Assume the responsibility monitoring of the BHS via the BHS Management Information System ("MIS") and Maintenance Diagnostics System ("MDS") during the system's operational period. * Assist in the training of others. Dispatcher Basic Function - The Dispatcher is responsible for providing 24/7/365 support for gate systems, the Generator Control Unit (GCU), the EGSE Charging Stations, baggage systems, and facility maintenance. Dispatchers will take calls and dispatch maintenance services as needed, coordinate corrective work actions at the request of the Manager on duty. Major Duties and Responsibilities: Serve as the first contact to customers and vendors. Answer phones and enter work orders into CMMS and input required response and WO information into the CMMS (IBM Maximo) Coordinate the scheduling of technicians when appropriate, and customer service requirements with onsite maintenance personnel. Implement work order schedules maximizing usage of technicians and other resources. Create parts notifications as necessary. Respond to operational inquiries, complaints and issues within (1) minute of being notified. Data entry for all preventative and corrective maintenance activity into the CMMS system. Generate new work orders and log into CMMS system to track completion time along with materials used. Create purchase orders and track spare parts inventory. Monitor baggage system and dispatch mechanic to address issues. Dispatch maintenance and custodial services as needed. Answer all phone calls and maintain contact logs for each specific request i.e. operational request, maintenance malfunction and personnel issues. Record and maintain logs of airline operational activity Assist in the training of others. Implement work order schedules maximizing usage of technicians and other resources. Run operation reports and provide recommendations to improve efficiency/productivity Report any issues found that could potentially lead to additional system failures. Assist with operational issues during outages or failures. Comply with company safety program and trainings. Perform other duties as assigned or needed.
