Summary About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Space & Missile Defense Command/ ARSTRAT, Deputy Chief of Staff, G-2 Security Division, Redstone Arsenal, AL 35898. Duty Station Location: Peterson AFB, Colorado. Responsibilities Serves as an Assistant Chief Security Officer within the security division of one of the three branches within U.S. Army Space and Missile Defense Command/Army Forces Strategic Command (SMDC/ARSTRAT). Responsible for the development, planning, oversight, administration, management, implementation, and enforcement across all the security disciplines. Establishes oversight policy, practices, and metrics that reflect the security posture of supported activities. Oversees and/or conducts studies and analyses to identify program issues and develops/implements remedial actions. Responsibility for the DCIPS intelligence-related security disciplines (Information, Industrial, Personnel, Research and Technology Protection, SCI, and Communications Security and the training programs associated with these disciplines). Supervises personnel assigned to the SMDC/ARSTRAT security branch. Current Army Defense Civilian Intelligence Personnel System (DCIPS) Employee Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience in managing a multi security program covering all security disciplines to include two or more or more of the following: Information, Personnel, Communications Security, Research and Technology Protection, and/or Sensitive Compartmented Information (SCI). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13). You will be evaluated on the basis of your level of competency in the following areas: Program Security Security Security Program Management Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series. Education Additional Information Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 5 years by a current permanent DCIPS Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. A DCIPS term employee may be eligible for non-competitive conversion to a DCIPS permanent appointment. To be converted to such an appointment, the employee must: 1. Be initially selected from an announcement that specifically stated that the individual could be eligible for noncompetitive conversion to a permanent DCIPS appointment at a later date; 2. Have completed at least two years of continuous service with at least a "Successful" overall evaluation of record; and 3. Be converted to a permanent DCIPS position in the same work level or grade for which hired may be converted to a higher work level or grade. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. This is the Department of Defense (DoD) Security Certification Program directed by DoD Instruction 3305.13. It is approved by the Assistant Secretary of the Army for Manpower and Reserve Affairs for use in the Army via the following memorandum: Memorandum, Assistant Secretary of Army for Manpower and Reserve Affairs, dated 8 September 2015, subject: Security Professional Education Development (SPeD) Certification Program. The SPeD certification is DoD's initiative to professionalize the security workforce by establishing a common set of competencies for security practitioners that promotes interoperability, facilitates professional development and training, and develops a workforce of certified security professionals. This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.
