The primary purpose of this position is: This is a technical expert in Program Analyst (Plans & Programs) serving as a strategist, planner, analyst, and advisor within the Plans Division (SOJ55) of the Special Operations Command North (SOCNORTH) Strategy, Plans, and Policy Directorate (SOJ5). Responsibilities Serves as a SOF strategy and plans officer responsible for leading, analyzing, and managing projects related to the development and maintenance of plans and strategy for SOCNORTH. Serves as an SOF operations officer in the SOCNORTH SOJS (Strategy, Plans, and Policy Directorate) responsible for identifying the implications that national policy and national and theater level strategy have on special operations supporting plans in the USNORTHCOM area of responsibility (AOR). Serves as a Joint Staff Officer of a subordinate unified command of USSOCOM and under the OPCON of USNORTHCOM. Perform duties as a Liaison Officer (LNO) or LNO team member for special operations activities throughout the USNORTHCOM area of responsibility (AOR). Member is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmic view point to ensure overall information protection requirements meet mission requirements. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes Mastery knowledge of the Joint Planning Process (JPP) at the theater-strategic and operational levels of war with demonstrated expertise in leading diverse teams of subject matter experts through the planning process to develop comprehensive recommendations for the employment of military capabilities in support of national objectives on behalf of a 4-star, geographic combatant commander (CCDR). Expert knowledge of the strategic planning process to include national level strategy, policy, and plans that shape the parameters for developing and maintaining viable military options to allow the U.S. Government (USG) to achieve its objectives. knowledge of missions, organizations, capabilities, and critical roles of mission partners to include USG interagency (DOJ, FBI, DOS, DHS, FEMA, DOE), adjacent Geographic Combatant Commands (GCC) (USSOUTHCOM, USEUCOM, USINDOPACOM) along with their associated Theater Special Operations Commands (TSOC), Functional Combatant Commands (USSOCOM, USSTRATCOM, USTRANSCOM, USCYBERCOM), and partners nation SOF. Detailed understanding of the globally integrated and coordinated nature of USG and DOD plans, operations, activities, and investments. In-depth knowledge of the programmatic aspects of the development, maintenance, analysis, and assessment of SOCNORTH policies, strategy, and plans that guide the employment of SOF in the USNORTHCOM AOR to support national policy objectives and theater level programs and plans. Ensures adherence to existing laws and authorities granted to military commanders and prepares documents to gain greater authorities when needed. Knowledge of CJCS CONPLAN 0300, CJCS EXORDS, USSOCOM Campaign Plan for Global Special Operations, USNORTHCOM Theater Campaign Plan and Security Cooperation Activities, USNORTHCOM CONPLANs and EXORDS, USNORTHCOM Theater Posture Plan, the Global SOF Operations Synchronization (GSOS) process, and the Global SOF Posture Plan. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1) Knowledge of the Joint Planning Process (JPP) at the theater-strategic and operational levels of war as well as experience leading Joint Planning Groups (JPG) in the development of SOF options to support a Geographic Combatant Commander's objectives. Knowledge of current policy, strategy, and plans that affect the unit's roles and missions. 2) Knowledge of missions, organization, capabilities and critical roles of mission partners to include USG interagency (DOJ, FBI, DOS, DHS, DOE), adjacent GCCs (USEUCOM, USINDOPACOM, and USSOUTHCOM), Functional CCMDs (USSOCOM, USSTRATCOM, USCYBERCOM, USTRANSCOM) and partner nation SOF. 3) Knowledge of analyzing the impact of national policy and national and theater level strategy on the development of plans for the employment of SOF core capabilities in support of SOCNORTH and USNORTHCOM objectives; demonstrated experience in developing, organizing, exercising, and assessing SOF plans for counterterrorism (CT), countering weapons of mass destruction (CWMD), countering transnational organized crime (CTOC), security cooperation, defense support of civil authorities (DSCA), and Homeland Defense. 4) Knowledge of the functioning of a Joint Staff and intimately familiar with the functions, responsibilities, and interactions of the various J Code Directorates; demonstrated experience in participating in SOF Joint Staff battle rhythm events and as a member of select boards, bureaus, centers, cells, and working groups (B2C2WG). 5) Knowledge of Joint Special Operations organization, doctrine, policies, procedures, crisis planning, and find, fix, finish, exploit, analyze, and disseminate (F3EAD) methodology. Understanding of the global SOF network. 6) Skill and ability to effectively communicate complex issues orally and in writing; demonstrated ability to think critically; skilled at interpreting and applying guidance from multiple sources; ability to analyze multi- faceted, complex information and situations to develop recommendations for decision and execution; demonstrated skill in fostering and maintaining good rapport and working relations. CONDITIONS OF EMPLOYMENT CONTINUED: -This position is designated as a Testing Designated Position (TDP) in the Air Force Civilian Testing Program. As mandatory requirement for employment in the TDP, the member is (a) to refrain from the use of illegal drugs and (b) if requested to submit to urinalysis testing. The selectee must sign a statement acknowledging the position is occupied to submit is occupied as identified as a TDP. -This position is Key position. Employee of this position must meet all requirements of Key positions as defined in DoD directive (DoDD) 1200.7, "Screen the Ready Reserve," that during a crisis the employee or designated alternate must continue to perform the Key duties until relieved by proper authority. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of a Key position and requires or the designated alternate to be removed from recall status.
