Organization of the Joint Chiefs of Staff SUPERVISORY MANAGEMENT AND PROGRAM ANALYST (RESOURCES AND ACQUISITIONS) in Pentagon, Virginia
Summary This position is part of the Organization of the Joint Chiefs of Staff. The primary purpose of this position is to serve as the Chief of the Resources and Acquisition Management Office and Military Secretariat Division (RAMO/MILSEC). Responsibilities As a SUPERVISORY MANAGEMENT AND PROGRAM ANALYST (RESOURCES AND ACQUISITIONS) at the GS-0343-15 some of your typical work assignments may include: Exercise supervisory personnel management responsibilities and the knowledge and skills sufficient to serve as a recognized authority in resource management analysis. Plan, conduct, coordinate and evaluate complex long-range resource and personnel requirements and develops technical analyses and recommendations. Utilize the knowledge of processes used by the Joint Requirements Oversight Council (JROC) and Joint Staff to evaluate, validate and monitor Joint Doctrine, Organization, Training, Materiel, Leadership, Personnel and Facilities (DOTMLPF). Uses the Joint Capabilities Integration Development System (JCIDS) process. Serve as the Chief, RAMO/MILSEC (Resources and Acquisition Management Office and Military Secretariat) Division and the principal advisor to the DJ-8 and VDJ-8 on all Directorate resources and contract issues affecting the Joint Staff in the capacity of Joint Staff Contracted Advisory and Assistance Services (CAAS) Manager. Supervise Division operation of RAMO/MILSEC, formulates Directorate fiscal planning, controls appropriated funding, supervises the Directorate's Internal Management Control Program. Serve as the top authoritative advisor to the Director, Vice Director, and Deputy Directors for both financial and human resource programs and their corresponding objectives, policies and technical matters. Ensure effective operation and maintenance of the directorate's resource program. Serve as the key financial advisor to the Director, Vice Director, Deputy Directors and other senior management staff. Visualize future resource directions for the organization in terms of creative new approaches, use of state-of-the-art methods, and determination of staffing and funding requirements to implement visionary ideas and concepts. Requirements Conditions of Employment Qualifications You may qualify at the GS-15, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service: Planning, conducting, coordinating and evaluating complex long-range resource and personnel requirements. Advising on financial and human resource programs and their corresponding objectives, policies and technical matters. Assessing contract execution and managing the disposition of the budgeted funds, oversees and directs all contracted efforts. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
