The primary purpose of this position is to serve as the Chief, Enterprise Information Technology (EIT) Resources Division responsible for developing and disseminating strategy, planning, and programming as well as providing oversight for budget and execution for the EIT portfolio. Responsibilities 1. Plans, organizes, oversees, and directs the resourcing activities of the Office of the Chief Information Officer (CIO) of the Department of the Air Force (DAF), including the Enterprise Information Technology (EIT) portfolio, within the Strategy, Planning, Programming, Budgeting, and Execution (SPPBE) system ensuring the operations of the DAF CIO and EIT. 2. Exercises supervisory personnel management responsibilities. 3. Represents the DAF CIO and EIT portfolio with a variety of headquarters and functional area organizations as well as the other EIT families (HQ ACC, HQ CCC, 16th AF, and AFLCMC). 4. Formulates and provides financial advisory services for the total EIT budget for one or more funds (i.e., O&M, Investment, Procurement, Direct War Enduring Cost, etc.) as well as formulates and executes the SAF/CN O&M budget. 5. Develops and maintains automated programming, budgeting and reporting systems. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includesdeveloping and disseminating strategy, planning, and programming as well as providing oversight for budget and execution for the EIT portfolio. Serve as the primary civilian advisor to the Chief Information Officer for the Department of the Air Force on all financial issues. Serve as the first-level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to SAF/CNSR, to include Field Grade Officers, as directed. Also includes governance, resource management and reporting, and cybersecurity. Additionally, responsible for developing and delivering EIT architecture, capabilities and services aligned with and in direct support of the National Security Strategy. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of agency, DoD, OMB, and Congressional budget formulation and financial management processes along with a comprehensive understanding of the associated policies and complexities of the program/budget formulation and execution environments. 2. Knowledge of the DoD Planning, Programming, Budgeting, and Execution (PPBE) process and its products, terminology, and guidance documents. 3. Knowledge of command, agency, and DoD missions, functions, programs and history necessary to formulate, justify (including preparation of Congressional hearing material and Congressional inquiry responses), and execute a program/budget to support short and long range goals and objectives aligned to the Office of the Chief Information Officer's strategic plan. 4. Skill in written and oral communication. 5. Ability to plan, organize and direct the functions and staff of a small to medium sized organization. 6. Ability to plan, organize, mentor, motivate, and direct subordinate teammates in the use of automated data processing concepts, systems capabilities, and economic usages to effectively complete assignments.
