Summary About the Position: Serve as a Program Analyst responsible for a variety of program analysis and related functions. This position is with the HQDA G-3/5/7 Strategic Operations, located at the Pentagon, Arlington VA. Responsibilities Defend and justify all resources related actions for the network portfolio of the Training Program Evaluation Group (PEG). Implement immediate and long-range goals, objectives, plans, and schedules to meet substantial changes in legislation and/or funding. Summarize a large variety of information regarding the network portfolio’s programmatic needs, total system capabilities, and requirements. Prepare various programming and budgetary documents such as the Budget Estimate Submission, Defense Planning Guidance (DPG), the Army Plan, and the formulation of the Army Program Objective Memorandum (POM). Identify resource trade-offs associated with training programs and goals intended to adequately support programs at desired levels of readiness meeting approved total national defense objectives and goals. Represent the Army at conferences and meetings. Requirements Conditions of Employment Qualifications Position may be filled as a time-limited promotion, reassignment, or change to lower grade not to exceed 3 years by a current Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changed to lower grade may exceed 5 years, however return rights may be impacted. Position may be made permanent without further competition. This position is obligated. An obligated position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, return rights based on having served an overseas tour(s), and may also cover employees who have been on extended leave without pay under certain circumstances. During the obligation period, the position may be filled on a temporary or permanent basis. The selected employee is required to sign an agreement acknowledging that (s)he is aware of the obligation and accepts the fact that (s)he may be displaced under reduction in force procedures at a later time. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-12 Specialized Experience: One year of specialized experience which includes Providing advice on a full range of budget issues; assisting in the development of programming and budgetary documents; and assessing resource adjustments and funding proposals to support requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Budget Execution Concepts, Policies, and Principles of Budget Planning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
