Summary This is a public notice flyer to notify interested applicants of anticipated vacancies through the Certain Competitive Service / Modified Direct Hire Authority. Responsibilities You will provide advice to senior Navy leadership on all programmatic and policy issues help to structure the decision-making process. You will be responsible for leading comprehensive evaluations of Navy readiness to support decision making by senior Navy leadership regarding programming and budgeting of the requirements to own, train and operate the Fleet. You will support development of readiness reporting products, including those prescribed by law, to senior Navy leaders, the Joint Staff, the Office of the Secretary of Defense (OSD) and the Congress. You will be responsible for the collection, presentation, analysis and verification of data, techniques, methodologies, and formats associated with cost analysis/cost estimating of very complex evaluation projects. You will apply mastery and expertise in the techniques to be used in organizing, representing, modeling and analyzing problems including use of statistical packages to conduct post processing of model data. Requirements Conditions of Employment Qualifications There is a Basic Requirement for the 1515 Operations Research Analyst series in the Federal Government. See the "Education" section of this announcement for more information. In addition to meeting the Basic Requirement, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Examples of specialized experience must include most of the following: 1) Performs modeling and simulation, analyzes results, and formulates insights, conclusions, and recommendations to inform studies and analysis; 2) Conducts operations research and analytical studies in support of assigned programs and concepts for future systems; 3) Utilizes skills such as software architecture, programming, database development and management techniques to lead the design, development, execution, testing, and review of model improvement efforts; 4) Acts as a principal authority and team leader on contracting for operations research studies in assigned areas of responsibility; 5) Defines study data requirements, gathers and validates information, applying judgment and statistical tests. Education There is a Basic Requirement for the 1515 Operations Research Analyst series in the Federal Government. In order to meet the Basic Requirement you must possess: A degree in Operations Research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. EDUCATION Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (https://www.ed.gov/). This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
