HQ USAF and Support Elements MANAGEMENT ANALYST in Pentagon, Virginia

The primary purpose of this position is: To serve as a management analyst with oversight responsibility for the HAF portfolio. Assist in providing managers with objective information to make decisions on the administrative and programmatic aspects of over 50 organizations. Ensure compliance with HQ USAF policy and guidance. Responsibilities Conducts research, defines problem areas and causes, develops solutions, recommends solutions to an organization's leadership or designee and assists an organization's leadership or designee in implementing the recommendations. Conducts studies that are complicated by the need to consider and evaluate the impact of changes in regulatory and legislative requirements, long-range program goals, and relationships between officials and offices throughout HQ USAF, AF FOAs, DOD and AF elements, and offices. Manages HAF portfolio manpower resources. Reviews and recommends approval/disapproval of requests to increase/decrease manpower authorizations within an organization or to realign resources between serviced organizations or to realign resources between serviced organizations and other AF commands. Conducts or coordinates on Future Years Defense Program/Unit Manpower Document (FYDP/UMD) reviews for serviced organizations and recommends appropriate programming or UMD actions to balance and comply with Congressional, DoD, and USAF resource limitations. Evaluates programming and policy decisions that may have short- or long-term impact to customer resources. Acts as the primary manpower analyst for assigned/serviced organizations. Proactively supports assigned AAR customers (serviced organizations including FOAs and HQ 2-ltr organizations) by maintaining continuous liaison with the organization's leadership or designee and ensures all interested parties (including other AAR Divisions, supervisory chain, and serviced organization leadership/designee) are kept abreast of changes and current resource/manpower issues within the organization. Interfaces routinely with organization leadership or designee through scheduled meetings, teleconferences, or other agreed-upon methods. Performs the full range of manpower responsibilities for assigned organizations. Manages manpower data systems. Manages manpower systems to include Manpower Programming and Execution System (MPES). Ensures currency and consistency of position codes. Proactively corrects errors in the data system as they are identified and ensures other office personnel are kept abreast of required changes in data codes through development of background papers or other documentation. Approves requests for access to MPES. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of the manpower and organization programs to be able to directly assist in planning, developing, directing comprehensive manpower analyses on a wide diversity of organizations, functions, and work processes for serviced organizations that may be located at Joint/Federal Agencies throughout the world. Responsible for management headquarters program, which receives intense Congressional scrutiny. Responsible for maintaining balanced (FYDP and UMD equal) manpower resources. Supports and defends manpower resources required to perform policy development, programming, and program management. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. 2. Ability to gather, assemble and analyze facts, draw conclusions and devise solutions to problems. 3. Knowledge of the substantive nature of the DoD and Air Force programs, activities and objectives and their relationships. 4. Knowledge of budgetary and financial management principles and techniques as they relate to long-range planning. 5. Knowledge of analytical and evaluative methods and techniques for assessing program development and execution and improving organizational effectiveness. 6. Knowledge of the Air Force Strategic Sourcing and Competitive Sourcing and Privatization programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
