Summary This position is part of the Organization of the Joint Chiefs of Staff. The incumbent will be responsible for planning, developing, executing, providing advice, assistance, and coordination of same. Deals directly with operating level managers and higher headquarters regarding administrative and personnel aspects of Activity operations. Provides assistance and resolves numerous and diverse administrative problems for the Activity. Responsibilities As a MANAGEMENT ANALYST at the GS-0343-11 some of your typical work assignments may include: Administer and oversee personnel management within the JS J6. Generates documentation for the accomplishment of all personnel management actions Manages, monitors, coordinates and provides regulatory guidance on all personnel actions, organizational structures, and position management, for the Activity. Provides assistance to managers and employees with timekeeping procedures and requirements during each pay period close-out Serves as the Records Officer and manages the records management program for JS J6. Serve as the directorate point of contact for the controlling of Joint Staff records and advise the directorate on all records management matters, including publishing written procedures on files maintenance Requirements Conditions of Employment Qualifications You may qualify at the GS-11, if you fulfill the following qualifications:A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service: Manage functions related to civilian personnel actions, assisting organization utilization of Classification/Recruitment/Reassignments; training and supporting organizational use of Performance Management Appraisal Program (DPMAP) and manpower requirements Applies analytical and evaluative methods, theories, concepts and techniques pertinent to assigned duties along with the capability to manage multiple projects and perform a variety of duties with varying deadlines. Applies knowledge of records management program procedures, guidelines and regulations to suggest/implement modifications to ensure efficient and accurate records management. Evaluates pertinent laws, regulations, policies, and precedents affecting substantive program areas including the full range of personnel and resource management functions to perform assignments requiring qualitative and quantitative analytical techniques in conducting studies of management program matters. Utilizes new or modified analytical techniques and evaluative methods to issues or studies concerning the efficiency and effectiveness of the Activity's programs and operations involving substantive administrative support functions including personnel administration, manpower allocation, and analysis of position and organizational structuring. OR B. EDUCATION: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.; OR C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
