Summary The mission of the Pentagon Force Protection Agency (PFPA) is to provide force protection, security, and law enforcement to safeguard personnel, facilities, infrastructure, and other resources for the Pentagon Reservation and designated DoD facilities (hereinafter referred to as "the Pentagon Facilities") within the National Capital Region (NCR). Responsibilities This is an open continuous announcement. Applicants will be reviewed throughout the open period of the announcement. The first cut-off date for consideration of applicants will be 8/10/2024. Thereafter, the cut-off for applications received will be 9/10/2024; 10/9/2024; 11/8/2024; and 12/10/2024; etc., until the job opportunity announcement closes. Under this recruitment, applications will be accepted and selections made for vacancies as they occur. There may or may not be actual/projected vacancies at the time you submit your application. Serves as a liaison with other law enforcement, public safety officers and fire service personnel and provides technical investigative assistance and expert advice in support of investigations involving criminal violations of Federal explosives and arson laws. Responsible for the daily transportation and physical protection of government property, such as: explosives, explosive evidence, and other hazardous materials. Conducts investigations of post-blast scenes, technical investigative guidance, and provides expert advice in support of investigations. Locates explosives, booby traps; and identifies the presence of additional hazardous materials which may present a threat to agent, officer, or to public safety. Provides technical assistance and expert advice in support of investigations involving criminal violations of Federal explosives and arson laws. Develops bomb threat awareness and safety programs for potentially affected personnel, particularly the Pentagon facilities workforce. Renders safe and/or removal of suspected Improvised explosive devices (IED's) incendiary devices, explosives, explosive chemicals, pyrotechnics, and ammunition. Specialized experience is defined as experience in detection, identification, field evaluation, render safe, recovery, removal, mitigation and disposal of suspected improvised explosive device (IED), explosives and ammunition. For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-11 within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as experience in detection, identification, field evaluation, render safe, recovery, removal, mitigation and disposal of suspected improvised explosive device (IED), explosives and ammunition; and conducting investigations; and providing technical advice and recommendations on criminal acts, terrorist acts and post blast scenes. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualifications must be met at the closing date of this announcement. Education GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the qualifying experience requirement. If you are using education to substitute for the qualifying experience, you must submit transcripts at the time you apply. GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the qualifying experience requirement. There is no substitution of education for the qualifying experience at the GS-12 grade level. Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. You must provide a copy of the letter containing the results of the equivalency evaluation upon request. Failure to provide such documentation when requested will result in lost consideration. ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid "certification" of service with their initial application will be found ineligible for veteran's preference. Nepotism: Under the provisions of 5 USC 3110, an individual may not be appointed into a position if the position is under the supervisory chain of command of a relative.
