THE POSITION

The Pennsylvania Liquor Control Board (PLCB) has an exciting opportunity for a professional Human Resource (HR) Analyst 1 in the Systems and Services Division. In this role, you will be responsible for serving as a systems specialist for a regional HR systems service team. The workload includes processing hire actions, a role in time and attendance, benefits tasks, and payroll processing. DESCRIPTION OF WORK

In the role of Human Resource Analyst 1, you will be responsible for processing hiring, promotion, demotion, reassignment, and separation transactions in SAP (electronic payroll system) for all employee movements within the agency. Time and attendance will be included in your duties as you will maintain employee's leave files, verify quota eligibility and entitlement, and adjust quota balances as necessary. You will have the opportunity to obtain and review appropriate documentation in support of paid and unpaid leaves such as civil, administrative, union business, and sick bereavement.

Additional duties to include:

  • Analyzing health insurance benefit eligibility for full and part time employees. For part time employees making determination if they are eligible for ACA (Affordable Care Act) benefits, contract benefits or both.

  • Researching and resolving payroll errors as noted in time evaluation and interfacing error reports that are generated in SAP (electronic payroll system).

    Work Schedule and Additional Information:

  • Full-time employment

  • Work hours are 7:30 AM to 3:30 PM, Monday - Friday, with a 30-minute lunch.

  • Telework: You may have the opportunity to work from home (telework) part-time or full-time, once the chain of command confirms they are/have been adequately trained to do so. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the Northwest Office Building in Harrisburg.

  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Successful completion of the Human Resource Management Trainee program (Commonwealth title); or

  • One year as a Human Resource Assistant 2 or an Equal Opportunity Assistant (Commonwealth titles); or

  • One year of paraprofessional analytical experience and a bachelor’s degree; or

  • An equivalent combination of experience and training.
