THE POSITION

The Department of Corrections, Human Resource (HR) office is seeking a Field Human Resource Officer 3 to lead a team that manages HR activities for 2 State Correctional Institutions. This position gives you the opportunity to utilize your technical HR experience to maximize resources and create efficiencies in service delivery provided to leadership and employees at each facility. DESCRIPTION OF WORK

As a Field Human Resource Officer (FHRO) 3, you will be tasked with managing all human resource activities for the State Correctional Institution at Laurel Highlands and the State Correctional Institution at Somerset. You will be responsible for directing and guiding field personnel and management at each institution with the interpretation and application of HR policies and various collective bargaining agreements language. Work includes activities related to employee relations, recruitment and placement, equal employment opportunity, absence and attendance, and workers compensation programs. You will have the opportunity to serve as a point of contact for employees, executive staff, and other HR staff with questions concerning all facets of HR. Effective communication is essential in this position as you will be required to maintain and establish working relationships with management to ensure efficient operations at both institutions.

Work Schedule and Additional Information:

  • Full-time employment

  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.

  • Telework: You may have the opportunity to work from home (telework) part-time, up to 2 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Somerset.

  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year of experience as a Human Resource Analyst 3, a Field Human Resource Officer 2, or a Human Resource Director 1;or

  • Four years of professional human resource experience which included one year of supervisory experience, and a bachelor's degree;or

  • An equivalent combination of experience and training.
