U.S. Pacific Fleet, Commander in Chief RADIOLOGICAL & ALL HAZARDS EMERGENCY PLANNING MANAGER in Pearl Harbor, Hawaii

Summary You will serve as a RADIOLOGICAL & ALL HAZARDS EMERGENCY PLANNING MANAGER serving under the Pacific Fleet (PACFLT) Director of Outreach, Policy, and Emergency Planning of PAC FLEET SUB FORCE OPS COMPONENT. Responsibilities You will develop and maintain the COMPACFLT and COMSUBPAC response plans for Naval Nuclear Propulsion Program (NNPP) radiological and all hazard emergencies in the COMPACFLT Primary Command areas or responsibility (AoR). You will plan, coordinate, participate in, and evaluate nuclear reactor and radiological accident drills and news conference exercises to ensure facilities, equipment, procedural, and personnel readiness are adequate. You will review exercise scenarios, provide technical guidance, identify deficiencies, prepare exercise reports, develop corrective actions, and determine cognizant organizational responsibility to correct deficiencies. You will prepare plans for, conduct, and evaluate remote port exercises and tabletops, including exercises to deploy radiological assistance fly-away teams and with forward deployed naval vessels in the COMPACFLT Primary Command AoR. You will develop, apply, and evaluate new radiological/nuclear emergency planning techniques, procedures, and operations to prepare radiological emergency plans for ensuring the protection of shipboard personnel and the general public You will prepare correspondence, maintain emergency response records, and coordinate assignment of personnel to the COMPACFLT and COMSUBPAC radiological emergency and all-hazard response watchbill. You will prepare training plans and manage a comprehensive initial and continuing training program on NNPP radiological emergencies and all-hazard response for COMPACFLT and COMSUBPAC. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying expertise in nuclear reactor, radiological, and all-hazards emergency operations and preparedness to design, plan, coordinate, and execute emergency response training, plans, casualty procedures, and drill scenarios/exercises; analyzing emergency preparedness programs to identify deficiencies; and recommending improvements to emergency planning processes, equipment, and techniques to optimize level of preparedness.
