Naval Facilities Engineering Command MANAGEMENT AND PROGRAM ANALYST in Pearl Harbor, Hawaii

Summary You will serve as an Operations Funds Manager in the Project Management Office (PMO) 555 Shipyard Infrastructure Optimization Program (SIOP) Management Field Office, located at one of three Public Shipyards, of Naval Facilities Engineering Systems Command (NAVFAC). Responsibilities You will develop, implement, and monitor utilization of resources for program supporting SIOP. You will work with PMO 555 SIOP Headquarters to consistently identify and develop key performance indicators and associated metrics to assess program and project effectiveness. You will develop and present briefings and products to align with the PMO 555 SIOP Headquarters financial team that speak to financial trends, metrics, and significant issues within the command as well as plans of action to create desired change. You will perform budget, financial, and resource analysis for all of SIOP's funding programs (FP, EC, RM, ST, MILCON-D, etc.) and provide recommendations to support cost comparison and/or benefits of current or projected programs. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Developing key performance indicators and metrics to assess program and project effectiveness; 2) Performing budget, financial, and resource analysis of funding programs to effectively track funding execution; and 3) Analyzing data to prepare reports and presentations. A Cost-of-Living-Allowance (COLA) of 8.9% will be added to the stated salary. COLA is subject to change at any time and without notice.
