U.S. Pacific Fleet, Commander in Chief FINANCIAL MANAGEMENT ANALYST in Pearl Harbor, Hawaii
Summary You will serve as a FINANCIAL MANAGEMENT ANALYST for the OPERATIONAL SUPPORT FACILITY. Responsibilities You will perform and advise on budget administration work in any phase or systems. You will support plans, programs, and activities with formulation of budget and estimates. You will analyze and recommend costs and benefits of alternative methods of financial management for the organization's programs and administrative operations. You will identify, analyze, and resolve budgetary problems. You will review and enter budget and financial transactions. You will interpret and implement budgetary and financial policies, procedures, and regulations. You will use accounting systems, such as Standard Accounting and Reporting System Field Level (STARS-FL), Command Financial Management System (CFMS), Defense Travel System (DTS), Standard Labor Data Collection and Distribution Application (SLDCADA). You will analyze data and prepare reports. Requirements Conditions of Employment Qualifications For GS-12:Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying accounting, budgeting, and resource management practices to review financial transactions, analyze financial regulations and/or directives, and interpret financial reports to provide guidance for supporting the organization's financial operations. For GS-11:Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing finance and accounting data or reports to reconcile day-to-day accounts, identify accounting discrepancies, and recommend solutions for ensuring compliance with federal laws. Education GS-12: NO SUBSTITUTION OF EDUCATION GS-11: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Ph.D. or equivalent doctoral degree, Or 3 full years of progressively higher-level graduate education leading to such a degree, Or LL.M., if related Or A combination of experience and graduate education as described above that equates to one year of experience. Additional Information This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. This position is covered by the Department of Defense Priority Placement Program.
