Provides all legal support services to DLA Pacific Regional Command and its various logistics support activities located throughout the Indo-Pacific Command (INDOPACOM) area of responsibility (AOR). Responsibilities As an Attorney-Adviser (General) you will be responsible for the following: Provides legal support to DLA INDOPACOM (DLA IP) Regional Command and its diverse and geographically distanced logistics support activities located throughout the INDOPACOM AOR, to include Alaska, Guam, Japan, Korea, Singapore, and Philippines. Serves as a legal advisor to the Regional Commander, DLA IP, and the Commander's staff located at Joint Base Pearl Harbor-Hickam, Hawaii, and subordinate DLA commands operating within the DLA IP AOR. Provides Enterprise legal services and coordination to major elements of the Agency located outside of the DLA IP AOR. Provides legal advice and representation in Employment and Labor Law, Investigations, International and Operational Law, Ethics and Standards of Conduct, Administrative Law, Contracts and Fiscal Law, Environmental and Intelligence law, and Claims. Provides legal support on urgent controversies and demands such as disability-related questions to include reasonable and interim accommodations, civilian and military disciplinary actions for misconduct or performance issues. Advises on policies or regulations, applicability and processes for administrative and law enforcement investigations, international agreements, intra-interagency operations, and lines of authorities. Advises on contract solicitations and administrative issues, and other such matters within the above referenced core practice areas in both domestic and international environments. Represents DLA before adversarial forums, to include the Merit Systems Protection Board, Equal Employment Opportunity Commission, and Federal Labor Relations Authority. Advises on investigative forums, to include the Office of Special Counsel, Occupational Safety and Health, State Department of Labor and Industrial Relations, and arbitration, mediation, or settlement conferences associated with these forums. Independently conducts legal research; prepares required pleadings and other documents; engages in full discovery practices; interviews witnesses during investigations; and prepares witnesses for hearings. Files appropriate motions and responses; prepares and files briefs; and briefs management as to status of actions and recommends settlement where appropriate. Reviews contract actions and coordinates with contracting officers or contracting officer representatives in all areas of contract formation, contract administration, and contract termination, to include contract types and authorities. Advises on source selection and sole source processes, socioeconomic issues, commercial item contracting, change orders, performance, options, price adjustments, protests, relevant remedies, terminations, and associated fiscal law matters. Provides legal advice in Alternative Dispute Resolution for contract-related matters; represents the Agency before the Government Accountability Office, the Court of Federal Claims, the Armed Services Board of Contract Appeal, and Federal district courts. Requirements Conditions of Employment Qualifications 1) The first professional law degree (LL.B. or J.D.). 2) Proof that you are licensed and a member in good standing with the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. Annual bar certification cards issued from your state of licensure are not considered acceptable. Proof is a "certificate of good standing" issued by your state of licensure dated within 6 months of the closing date of this announcement or a screenshot of your bar status taken from your state of licensure website that is dated within 6 months of the closing date of this announcement or sworn statement to that effect. If there is not a date on the screen shot, you must provide a statement signed by you on the date that the screen shot was created. The successful applicant selected for employment must provide a "certificate of good standing" issued by their respective bar showing they are in good status and in active status prior to appointment. 3) In addition to 1 and 2 (listed above), each grade level has the following qualification requirements: To Qualify at the GS-14: You must possess professional legal experience in excess of 3 years commensurate with the duties and responsibilities of the position. In accordance with DoDI 1442.2 (Personnel Actions Involving Civilian Attorneys), promotion for this position is based on the individual's time, performance, and mastery of skills at the required grade level and only with approval of the designated official (DLA General Counsel) in accordance with the applicable regulation. The legal experience described in your application package or resume will be evaluated and screened for competencies required to perform the duties of the position as described in the Major Duties section of this announcement. The QUALITY of experience will be evaluated and screened to determine how closely or to what extent your experience, education, and training are relevant to the duties and responsibilities of the announced position. The PRINCIPAL SELECTION FACTORS for this position are as follows (Narrative Statement Required for at least two of the following): a. Knowledge and experience in Federal personnel and labor law matters pertaining to discipline, reasonable and interim accommodations, annual and/or sick leave, safety practices, union-management rights, workplace harassment; and case law research in personnel and labor law matters in cyberFEDS, LEXIS-NEXIS, and MSPB and EEOC archives. b. Experience in representational experience before the MSPB, EEOC, FLRA, OSC, OSHA, GAO, COFC, ASCBA, and/or Federal district courts; and engaging in Alternative Dispute Resolution processes, to include arbitration, mediation, and settlement conferences; and pleadings, motions, discovery, and trial practices in these forums. c. Knowledge and experience with Government Ethics and Standards of Conduct, to include financial disclosure reports, post-government employment restrictions, authorized uses of government property and resources, and Joint Travel Regulations. d. Demonstrated excellence in interpersonal skills and client relationships and the ability to interact well with senior civilian and military officials on controversial and sensitive issues, to include successfully advising management against taking inappropriate courses of action. e. Federal acquisition law experience (with consideration of factors such as breadth, depth, and relevance). At least one year of relevant experience at the next lower Federal grade-level is mandatory. Equivalent military, state, or private law experience may be substituted for Federal service. f. Experience and knowledge, generally, of Federal law, to include: the Freedom of Information Act, Privacy Act, Health Insurance Portability and Accountability Act, National Defense Authorization Act, Joint Travel Regulations, Federal Acquisition Regulation, Defense Federal Acquisition Regulation Supplement, Family and Medical Leave Act, and American with Disabilities Act. Other Selection Factors Considered (Narrative Statement Not Required): Analytical ability, including issue identification, legal research, analysis of options, risk analysis, and creative problem solving. Excellent communication skills (oral and written). Excellent legal and business judgment. Ability to provide superior service to clients. Security Clearance: This position is designated Non-Critical Sensitive. If selected, you must obtain and maintain a Secret security clearance.
