Summary This position is part of the Defense Threat Reduction Agency. Responsibilities As a PHYSICAL SCIENCE TECHNICIAN (HEALTH PHYSICS) at the GS-1311-11/12 some of your typical work assignments may include: Participate as a member of the Technical Support Group (TSG) to deploy in support of Combatant Commander and other federal D/As in WMD emergency response events and training. Develop, implement and maintain a comprehensive Radiation Safety Program for the Technical Support Group (TSG) in an effort to monitor and reduce the levels of radiation exposure with emphasis on the As Low As Reasonably Achievable (ALARA) philosophy. Provide initial education and training to new employees regarding safety procedures for all personnel using radioactive materials and continuous training to clients and existing employees. Monitor the exposure levels of all employees working with radioactive materials: monitors all purchase of radioactive materials. Independently survey and evaluate all areas using ionizing radiation for proper security, shielding, use and ventilation; prepares new license applications and amends existing licensure when necessary. Responsible for the TSG Radiation Safety Program, Hazardous Materials shipping program and all aspects of Health Physics and Radiation Control for the TSG. Responsible for all shipping and receiving functions, which includes hazardous materials. Perform other duties as assigned. Requirements Conditions of Employment Qualifications Individual Occupational Requirements (1311):Specialized Experience (for positions at GS-4 and above):Examples of qualifying specialized experience include work in the fields of astronomy, physics, geophysics, chemistry, hydrology, health physics, engineering, electronics, geology, oceanography, and metallurgy. Experience as a laboratory mechanic or in a trade or craft may be credited as general or specialized experience when the work was performed in close association with physical scientists or other technical personnel and provided intensive knowledge of appropriate scientific principles, methods, techniques, and precedents. You may qualify at the GS-11, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service: Applying radiological health physics and safety principles, practices, regulations, procedures, methods, techniques, and standards and emerging practices and methods. Applying principles involving the capabilities, limitations, operations, design characteristics and in the functional use of a wide variety of types and models of health physics equipment and systems. B. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) You may qualify at the GS-12, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service: Unsupervised application of radiological health physics and safety principles, practices, regulations, procedures, methods, techniques, and standards and emerging practices and methods while working with regulated radioactive sources. Managing and applying principles involving the capabilities, limitations, operations, design characteristics and in the functional use of a wide variety of types and models of health physics equipment and systems. Administering a radiological safety program which supports the organization's acquisition, storage, transportation and use of radioactive sources. Examples of qualifying specialized experience include work in the fields of astronomy, physics, geophysics, chemistry, hydrology, health physics, engineering, electronics, geology, oceanography, and metallurgy. Experience as a laboratory mechanic or in a trade or craft may be credited as general or specialized experience when the work was performed in close association with physical scientists or other technical personnel and provided intensive knowledge of appropriate scientific principles, methods, techniques, and precedents. Other Requirements: Overtime/compensatory time may be required to accommodate operational needs of the organization. The employee must be willing to comply with each Combatant Command (COCOM) travel medical requirement to include vaccinations. This position may require the incumbent to lift over 50lbs, walk and/or crawl over rough terrain, bend over, and/or crawl/fit into tight spaces. This position requires a medical examination to ensure the physical qualifications for the position are met. This requirement will be performed under a licensed healthcare professional. This position may require the incumbent to be exposed to ionizing radiation. Radiation monitoring may be required IAW DoDI 6055.08 Occupational Ionizing Radiation Protection Program to ensure compliance. This position is emergency essential (E-E). In the event of a crisis situation, the incumbent, or designated alternate must continue to perform the E-E duties until relieved by the proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. The position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively; therefore, the position is designated "key" which requires the incumbent, or designated alternate, to be screened from military recall status. This position may require the use of personal protective equipment which may include chemical protective gear and a protective mask or other respiratory protection. Respiratory protection will include a medical exam to qualify on use and wear IAW 29 CFR 1910.134. This position authorizes the incumbent to carry a firearm. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition (Title 18, U.S.C., Section 922 (g) (91). Candidates who have been convicted of a misdemeanor crime of domestic violence are not qualified for this position. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense. False or fraudulent information provided by candidates is criminally punishable by fine or imprisonment (Title 18, U.S.C., Section 1001). Incumbent must be able to qualify with a pistol according to U.S. Army. This position requires pre-employment and annual deployment physical exams, which will be evaluated by DTRA Occupational Health professionals to determine if deployability criteria are met. The incumbent must meet the medical requirements for deployment before and throughout employment. This position may be exposed to high levels of noise. Individual will be required to comply with all aspects of a hearing conservation program to include completing training, wearing personal protective equipment (PPE), and receiving audiograms IAW DODI 6055.12 Hearing Conservation Program. Must be able to support the operation and maintenance of a NRC Radioactive Materials License or be able to obtain such certifications within six months of employment. Incumbent will participate in specialized classroom and field training related to the position. The position is subject to rotation to locations in the U.S. and to locations outside the continental U.S. Must be able to obtain and maintain a valid Passport. Education Substitution of education may not be used in lieu of specialized experience for GS-12 grade level.
