We are searching for an Avionics Analyst, Senior to support the H-60 Multi-Mission Helicopters Program Office (PMA-299) in Patuxent River, Maryland. The Avionics Analyst will provide acquisition and management support to the Avionics IPT Team Lead (IPTL) in the organization, management, and execution of tasks within the Avionics IPT. The Avionics IPT collaborates and communicates with stakeholders to acquire, field, and sustain avionics capabilities within cost, schedule, and performance while managing risk.
Functional Description: Applies analytic techniques in the evaluation of program/project objectives. Analyzes requirements, status, budget, and schedules. Performs management, technical, or business case analyses. Collects, completes,
organizes, and interprets data relating to aircraft/weapon/project acquisition and product programs. Tracks program/project status and schedules. Applies government-instituted processes for documentation, change control management, and data management. Demonstrates experience in the program/project status and schedules. Demonstrated training/knowledge of SECNAV, OPNAV and OSD policy and documentation related to PPBS, lifecycle management of military acquisition programs (as specified in the DoD 5000 series). Supports training efforts through the integration of documents into Government databases. Demonstrates experience processing program acquisition, funding, and contract documentation for military programs
The Avionics Analyst, Senior should be a self-starter and know tactical and strategic management processes within NAVAIR. The Avionics Analyst shall assist and advise the government lead with the following; organizational and communications for team and Acquisition support.
Duties:
Advise Level 2s on resourcing and organization
Advise program leadership and assist with guidance of the AVI team
Advise and assist with setting priorities, programmatic milestones, and objectives for the AVI team
Provide timely, omni-directional team communication
Generate and utilize appropriate metrics to assess program execution
Mentor and provide learning opportunities
Assist in the development, submission, and facilitate routing for approval on CPARs, SOWs, CDRLs, and Acquisition Strategy’s
Prepare and present program and other related status reports; including but not limited to charts and briefs, Program Management Reviews (PMRs) and multiple additional executive level meetings to include all associated reports, briefs and presentation data
Assist in the development of budget exhibits and schedules of critical projects in coordination with cross-functional teams across the PMA and CH-53 enterprise.
Utilize CSPT to track and manage CBM/IMDS/FCOE budget and data calls in support of program objective
Utilize foresight and complex problem-solving skills to rapidly identify concerning areas and aggressively address corrective actions; often either correcting and briefing leadership – or presenting solution options for consideration
Provide and perform program analyst duties, operational and administrative support to PMA 261’s IMDS/CBM/FCOE Product Team Leads
Collect, interpret, track, and organize information and documentation relating to product requirements
Track and manage overall time sensitive IPT requirements, and ensuring inputs are collected and submitted ahead of deadlines
Manage team calendars providing efficient use of IPT and senior leadership time
Coordinate and communicate with all IPTs for streamlined execution of tasking and time management alignment of calendar white space
Facilitate correspondence preparation and tracking for program talking points and all data calls
Coordinate with staff personnel to meet and exceed operational requirements and tasking utilizing presentation materials that include multiple Microsoft Office products
Strategic Communications
Expertise with Acquisition Document support (Statements of Work (SOWs), Contract Data Requirements Lists (CDRLs), and Procurement Initiation Documents (PIDs)
Experience handling sensitive information
Research instructions, directives, lessons learned, etc.
Strategic Planning
Whiteboard sessions (strategies, plans)
Execute planning session ideas
A self-starter who can assist with running budget and financial reports from the NAVAIR Common Spend Plan Tool (CSPT)
High level of proficiency in Microsoft Programs to include Outlook, Word, EXCEL, and PowerPoint
Excellent written and verbal communications skills.
Education Requirements: This position requires a Bachelor's Degree or allowable substitutions. Allowable substitutions include an Associate's Degree plus four years of additional work experience. 6 years additional work experience
may be substituted for a Bachelor’s Degree
Experience Requirements: This position requires less than three years of experience.
Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer-related requirements, U.S. Citizenship is required.
