Senior Cost and Financial Analyst – Earned Value
Overview:
Reporting to the Business Unit Finance Manager, the Cost and Financial Analyst will be responsible for costing and pricing activities as well as various forms of programmatic support. This position will incorporate estimates from Functional Groups into costing and pricing templates and prepare cost positions for bids and negotiations. Additionally, the Cost and Financial Analyst will provide the appropriate financial reporting and analysis to both Internal and External Customers. A key responsibility for this role will be the use of EVM software to maintain compliance with the scheduling, costing and technical requirements specific to each program or project.
Primary / Key Responsibilities:
Gather inputs from subject matter experts for Estimates to Complete (ETCs) and Estimates at Complete (EACs) in support of Earned Value for select programs associated within the Business Unit.
Pricing lead on customer RFPs/RFQs, in both FAR regulated and competitive environment for new products, existing products, assemblies, spare parts, and repairs.
Interfaces with various members of the proposal team (Business Development, Operations, Engineering, Quality, etc.) regarding all elements of quotes and supporting logic.
Maintains historical database of quotes.
Assist Program Management on a daily basis with programmatic financials.
Responsible for reporting and analyzing program financial data to support weekly, monthly and annual reviews.
Prepare monthly cost type billings for invoice to customers.
Maintain Program Master List.
Perform Price and Cost Analysis (PCA) on sole source subcontracts greater than $2 Million with Supply Chain team.
Review make vs. buy decisions with subject matter experts in Program Management, Manufacturing, Operations, and Supply Chain.
Review costed bills of material for consistency and best value with Supply Chain, Program Management, and other subject matter experts.
Assist the engineering and production teams by analyzing cost drivers on new and historical designs as part of variance analysis and bid and proposal activities.
Support both customer and DCAA/DCMA audits serving as Marotta Finance Lead for the bid / proposal under audit.
Analyze program performance with Program Management to identify risks and opportunities in connection with development and production program execution.
Assists the operations team with cost analysis of production data.

Basic Qualifications:
5 to 10 years of relative experience
B.S. Finance, Accounting, or other technical discipline
Core working knowledge of EVM principles and project or program specific application, government contracting experience is a plus
Strong experience with Earned Value Management or EVMS related software
Experience working on government contracts in following capacities, and not limited to the following:
Contracts Management
Pricing / Proposals
Business Mgt.
Experience in supporting audits
Customer negotiations
Performing Program Financial Metrics such as EAC’s, ETC, as well as EVMS (CPI / SPI)
Experience in supporting audits (Internal / External (DCAA))
Superior Microsoft Excel skills
Knowledge of ERP systems
Strong verbal/written communication skills required for multi-faceted interactions with all levels of personnel within the organization, as well as any and all outside agents/agencies
Highly computer literate, with MS Office/PC expertise, and demonstrated experience with applicable systems, programs, equipment, etc.
Ability to multitask and manage multiple assignments simultaneously within a short period of time
Must be a US Citizen
