Job Description:

The Program Management Excellence (PMX) organization within the Integrated Mission Systems (IMS) Segment is seeking for a total of 3 experienced Sr. Manager, Program Planner/Schedulers who will lead a group of planners overseeing our sectors. Preferred candidate must have the ability to influence, foster collaboration, teamwork, and interface with all elements of the program team to develop and support regular maintenance of the program IMS to generate impactful results in a fast-paced environment.

The successful candidate will be responsible for leading a team of planners and will provide guidance and advice on managing the development and maintenance of complex program schedules including resource loading and Earned Value Management. Individual will help develop the format, tools and tracking/reporting methods to be used as the segment refines its Program Planning and Scheduling processes for standardization and enterprise-wide resource management. Ensures major projects and program schedules and plans are integrated across company functional groups including finance, engineering, material, manufacturing, and quality. Tracks program schedule performance, performs risk analysis, identifies and resolves critical path/driving path and network logic conflicts. Utilizes Gantt, PERT, milestone charts, earned value management and other project management techniques to gauge progress and identify performance variances to facilitate focus and intervention on critical areas. Ensures compliance with corporate, industry best practices, program procedures and project control system guidelines.

Essential Functions:

  • Work with Program Management Office to create Integrated Master Schedules that will include standard phases and gates, contract data requirements, material detail, linkage to a standard work breakdown structure, resource loading, and the capability to perform earned value analysis on complex development and production programs.

  • Lead a team of planners in the development and maintenance of Integrated Master Schedules leveraging industry best practices, principles and standards across the entire program life cycle.

  • Work with cross-functional teams to drive progress and performance, monitor changes and status, and facilitate communication between stakeholders.

  • Perform regular analysis of program schedules integrity and performance to evaluate program current progress against the baseline schedule and estimate remaining duration.

  • Work within a team environment to provide insights into program scheduling trends and best practices to assist program teams with formulating achievable program schedules.

  • Must be able to identify and recommend insightful mitigation plans, to ensure the IMS is used as a predictive model and remains a valued management tool to execute the programs.

  • Applies basic schedule analysis techniques to detect potential schedule risks, overruns, and opportunities for early completion.

  • Ensures compliance with internal program procedures as well as PCS (Project Control Systems) guidelines and IMS DID (Integrated Master Schedule Data Item Description).

  • Experience with Critical Path and Driving Path analysis, Montecarlo Schedule Risk Analysis (SRA), and Schedule Health Metrics.

  • Experience with schedule health metrics (e.g. DCMA 14- Point assessment; DCMA EVMS Compliance Metric (DECM) and Schedule Metric Analysis – such as BEI, CPLI, SPI, etc.

  • Coach and mentor other planners and develop knowledge and skills within the team.

  • Analyze and review subcontractor schedules and integrate subordinate schedules to the project integrated master schedule.

  • Assist in schedule audits to ensure schedules are being properly maintained and updated by the project teams.

  • Obtain and analyze data and status from affected organizations to prepare, update, and disseminate periodic project status reports.

  • Perform audits of schedules for performance to plan variance and support corrective action to improve scheduling and planning processes.

    Qualifications:

  • Bachelor’s degree in business administration, Finance, Accounting, Engineering, Information Technology or related field of study and a minimum of 12 years of prior relevant work experience in Planning/Scheduling and control OR Graduate Degree and a minimum of 10 years of prior related experience.

  • Knowledge of MRP and proficiency in scheduling principles and practices

  • Knowledge of Earned Value Management (EVM) practices, Project Planning/Coordination and Production Scheduling

  • Ability to obtain Department of Defense (DoD) Secret Clearance

    Preferred Additional Skills:

  • Prior Experience in engineering and operations/manufacturing environment. Military contractor / Defense industry background is preferred

  • Knowledge of EVMS Guidelines (EIA-748 Standard), Integrated Product and Process Development (IPPD), and Integrated Program Management Data Analysis Report (IPMDAR) strongly desired

  • Objective thinker with a passion for problem solving and the ability to execute challenging tasks to completion.

  • Proficient with the use of Microsoft Project and/or Open Plan or Primavera P6, Milestones Professional and PowerPoint

  • Demonstrated experience on programs with responsibility for development and execution of the IMS, including setup, baseline management and update/maintenance, schedule analysis, critical path analysis, SRAs, and CDRL deliveries.

  • Experience with subcontractors’ schedule integration

  • Experience with schedule health metrics (e.g. DCMA 14- Point assessment; DCMA EVMS Compliance Metric (DECM) and Schedule Metric Analysis – such as BEI, CPLI, SPI, etc.

  • Ability to interface and influence at all levels of the organization

  • Able to work within tight deadlines and multi-task various projects in an organized manner required

  • Must be able to work well with cross functional teams in a support as well as mentoring role.
