Naval Air Systems Command TRAINING SYSTEMS PROGRAM MANAGER in Orlando Naval Warfare Center, Florida

Summary You will serve as a TRAINING SYSTEMS PROGRAM MANAGER in the International Training Products Division of NAWCTSD ORLANDO. Responsibilities You will coordinate within the Program Office and Prime Contractor, suppliers, and external stakeholders as required to set priorities of efforts and resolve issues related to meeting partner capability requirements. You will develop acquisition strategies for the various components of the training system including the determination of which elements or phases will be performed by contractors and what criteria will be used for selection and evaluation. You will resolve disagreements which arise among lead team members (i.e., project engineers, logistics managers, contract negotiators/specialists, etc.) determining the final approach to be taken. You will formulate and direct teams of multi-disciplinary professionals from various organizational elements of the NAWCTSD to execute the applicable Foreign Military Sales (FMS) cases. You will exercise centralized authority and control over resources management, such as funding, contracts, priorities, schedules and personnel, as required to ensure completion of assigned projects within the time and resources allotted. You will be responsible for planning, directing, managing, and controlling all aspects of assigned projects for the NAWCTSD, from initial plans through acquisition and delivery of the hardware and support systems. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-12) or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all of the following: 1) Analyzing needs and requirement information to develop program initiatives and planning and leading a integrated product team; 2) Communicating with International partners via written and oral communications for the purpose of establishing requirements and executing programs; 3) Experience executing Foreign Military Sales programs and/or Navy acquisition programs.
