About the Position: The position is located in the Army Contracting Command in Orlando, Florida. ACC-Orlando is a $2 billion acquisition agency and a contracting center of excellence focusing on customer satisfaction, innovative and flexible business practices. Responsibilities Establishing internal guidance and procedures for general direction and guidance for the Small Business personnel at ACC-Orlando-OSBP. Principal advisor to the Program Executive Officer for Simulation, Training, and Instrumentation (PEO STRI) and ACC-Orlando on all matters related to the Small Business program. Evaluates projected procurement actions to determine those for accomplishment by the various small business program components. Develops and recommends internal procedures and other guidelines supporting PEO STRI and ACC-Orlando S.B. programs. Establishes and maintains PEO STRI and ACC-Orlando-wide subcontract program to include plan evaluation and administration policy, guidance, and oversight. Establishes procedures and publishes direction according to DoD, DA policies, and guidance for small and disadvantaged businesses. Serves as the focal point for industry inquiries, including counseling and advising businessmen on how to do business with PEO STRI and ACC-Orlando regarding preparing and submitting bids and proposals, and assisting various small business concerns. Assists in preparing information for presentation before Congressional committees and assists those who testify before such committees. Researches and drafts responses to Congressional inquiries and provides information to be presented to the Head of the Contracting Activity, Senior Contracting Official, ACC-ORL, and Director Army OSBP on small business/related matters. Performs the full range of administrative and technical supervisory duties. Assigns work and establishes priorities; evaluates the performance of subordinates; gives advice, counsel, and/or instruction to subordinates on both work and administrative matters. In addition to the basic education requirement listed above, you must also meet the specialized experience requirement listed below: Specialized Experience: In order to qualify for this position, an applicant's resume must have at least one year of specialized experience equivalent to the NH-03 (GS-13 equivalent) grade level in the Federal service which includes: 1.) Managing the small business procurement aspects of an acquisition program and act as the liaison between various internal/external contacts; 2.) Reviewing and evaluating small business statutes and regulations and/or contracting methods, policies, procedures, and contract types to participate in pre-award and/or post award procurement actions; 3.) Interpreting small business policy statements and apply procurement principles and technical/program requirements to ensure the acquisition and milestone documentation are reflected and integrated into the resulting contracting and procurement actions; and 4.) Delivering briefings to provide small business recommendations that affect the content, interpretation, or development of complex, long-range, or interrelated programs. 5.) Advising on the status of socio-economic activities, new developments in business techniques, and pending legislation affecting the small business programs. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (NH-03 or GS-13). You will be evaluated on the basis of your level of competency in the following areas: Acquisition Strategy Contracting and Acquisition Contracting/Procurement Oral Communication This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities. Acquisition Back To Basics Certification: This is an Army Acquisition, Logistics and Technology Workforce position IAW DODI 5000.66. Selectee must meet position requirements for (Contracting Professional-C) certification within 36 months as of entrance on duty.
