Orlando Utilities Commission Supervisor of Contract Management in Orlando, Florida

OUC - The Reliable One , is currently looking for a Supervisor of Contract Management to join the Financial & Support Services division. At OUC, we don’t just work – we’re building a bright future of innovation and transformation for future generations.

We are seeking a resourceful and experienced professional with strong leadership, procurement, and contract administration skills to lead our Strategic Sourcing team. This role involves identifying and securing cost-effective deals with suppliers, ensuring regulatory compliance, and making strategic recommendations for optimal solutions. The successful candidate will efficiently manage resources and delegate tasks to implement solutions effectively.

In this role, you will oversee the contract administration activities, and routine purchasing processes in accordance with OUC policies and procedures. You will also be responsible for generating reports on key performance indicators related to managed projects and areas and communicating findings to the team and management. Additionally, you will train, coach, and develop your team to foster growth and continuous improvement.

The ideal candidate will have:

  • Bachelor’s degree in Business, Accounting, Finance, or a related area of study from an accredited college or university;

  • Minimum of five (5) years of procurement, supply chain, logistics, or materials experience;

  • Above to include: A minimum of (1) year of supervisory experience. In lieu of formal supervision, experience leading project teams, operational initiatives, mentoring or training team members, or leadership training may be substitutable (required);

  • Contract Administration or Procurement experience in the utility industry (preferred);

  • Valid Driver’s License;

  • Special training to be completed upon hire to include:

Salary Range: $95,215.17 to $119,019.54 yearly commensurate with experience.

Job Purpose:

Supervises Strategic Sourcing team and daily activities. Researches and evaluates cost-effective deals and suppliers, ensuring compliance with regulations and makes recommendations for best options available. Applies relevant resources/effective delegation to implement solutions.

Oversees complex, specialized, and routine/non-routine purchasing processes in accordance with OUC policies and procedures. Provides reporting for key indicators related to projects/areas managed including written and verbal communication to group and management. Trains, coaches, and develops team.

Primary Functions:

  • Provide daily operational oversight to Buyers in order to obtain the highest level of value for OUC from our procurement spend; establish priorities for the team and assist the team in technical guidance and direction;

  • Oversee Buyer efforts to review proposals for price, delivery time, and quality in the selection of suppliers;

  • Effectively communicate and administer the procurement operating procedures to OUC stakeholders and material/service requestors; interface with vendors to obtain resolution of sourcing issues and to maximize benefits of the vendor relationship;

  • Develop and maintain collaborative relationships with the legal team with the goal of efficient review processes;

  • Utilize procurement tools to measure and oversee compliance metrics and KPIs for measuring effectiveness;

  • Oversee contract management information to ensure contract renewals are tracked and reported to management;

  • Solve problems using critical and analytical thinking andlead process improvement initiatives;

  • Facilitate, as needed, the requirements needed for major project implementation;

  • Communicate results and progress related to assigned area(s) to management;

  • Ensure quality work product is delivered to team and management;

  • Engage in people leadership through the selection, evaluation, and hiring of prospective employees;

  • Coach, develop, and perform corrective action/discipline to current employees and provide ongoing technical guidance and direction;

  • Perform other duties as assigned.

Technical Requirements:

  • Working knowledge of all, but not limited to, the following:

  • Procurement governance policies and procedures;

  • State of Florida procurement and purchasing law;

  • Legal requirements relating to contract management;

  • Complex conformed contract preparation;

  • Spend analytics;

  • Process flow diagrams;

  • Legal, insurance, and bond documents and requirements;

  • Familiarity with all, but not limited to, the following:

  • Financial statements;

  • Market and industry awareness;

  • Auditing and compliance procedures/guidelines as they relate to contract management;

  • Related industry, organizational and departmental guidelines; policies, practices and procedures; recommendations, best practices, ordinances and laws;

  • Ability to evaluate bids and proposals and compare proposals and quotes for similar services;

  • Project management, negotiation, decision making, organizational and time management skills;

  • Excellent communication skills, both verbal and written;

  • Demonstrate a positive attitude and remain engaged;

  • Be flexible in changing work environments;

  • Ability to lead, coach, develop, evaluate, and supervise assigned employees;

  • Ability to use Microsoft Office Suite (Word, Excel, Outlook, etc.) and standard office equipment (telephone, copier, computer, etc.).

  • Ability to use and understand JDE E1

Education/ Certification/ Years of Experience Requirements:
