The ideal candidate will have:

  • Bachelor’s Degree in ManagementInformation Systems, Computer Science, Information Technology, BusinessAdministration or directly related field from an accredited college oruniversity;

  • Minimum of seven (7) years ofexperience in a corporate HRIS or IT application role supporting HRfunctional processes to include:

  • Experience as a solution expert on at least one (1) full life-cycle implementation of an HRIS solution, including configuration, implementation, and testing of tools and business process workflows

  • Project management experience aplus

  • Experienceworking with dashboards and reporting software.

  • Knowledgeablein writing system proposals, including scope and system specifications.

  • Proficiencyin writing technical documents.

  • Experienceworking with Cornerstone and/or JD Edwards (preferred)

Salary Range: $97,337.78 - $121,672.80 annually -

commensurate with experience.

Job Purpose:

The HR Information Systems Architect will provide technical leadership and expertise in driving the HR systems architecture design and deployment strategies. This position will partner with Employee Experience, IT, Infrastructure, Cyber Security and Enterprise Applications teams to evaluate, select and integrate systems and maximize HR’s technical investments. The Architect will translate HR business needs and challenges into technical strategies, solutions, and tools to enable data driven decision making. Use expertise and consultation to drive innovation in system design and functionality. Simplify and optimize processes with enhanced workflows and standards.

Primary Functions:

  • Lead and provide subject matter expertise for the definition, configuration, and delivery of successful HRIS and Talent Management systems to drive people centered analytics.

  • Build an in-depth understanding of the Employee Experience’s (EE) current and future process, data, reporting and system needs. Assess the impact of operational projects, map system requirements to standard business processes, and lead process-based workflow designs and approvals;

  • Collaborate with appropriate stakeholders for business process definition, configuration, testing and training support - including key tasks, milestones, and deliverables – to ensure alignment of solutions with current systems;

  • Work with internal and external partners and departments to ensure data integration or API design to build/support relationships between the HR and other systems such as Payroll, Records, applicant tracking systems (ATS), learning management systems (LMS) and other related technology platforms;

  • Recommend innovative ways to automate HR functions and processes to gain system and process efficiencies;

  • Create and implement an audit schedule to review the integrity of data in the HRIS and databases; serve as a liaison for annual data testing and auditing for HR team and other compliance requirements;

  • Lead process improvement audits, identify/recommend solutions and partner to implement process improvement initiatives that streamline operations, advance the use of technology, improve benchmarking and accountability, ensure data accuracy, reliability, and security while providing efficient and timely processing;

  • Coach, and mentor the HRIS team; Counsel EE leadership on system best practices, capabilities and improvements to enhance data based decision-making;

  • Consult with EE leaders and other departments to determine and solution people analytics needs that include but are not limited to metrics, reporting, data visualization and modeling, system updates and improvements;

  • Debrief EE leadership regularly to identify key HR performance indicators. Lead the development, implementation and maintenance of a dashboard of HR metrics to be presented at monthly, quarterly, and annual senior leadership meetings;

  • Assess user reporting requirements and recommend appropriate report and/or reporting tools and report templates. Modify/customize reports to meet user and business needs. Create ad-hoc reports and dashboards by extracting data from enterprise and talent systems using available reporting tools;

  • Develop training materials and provide ongoing end-user training to ensure full use of system capabilities;

  • Partner with the Digital and Technology support team for application upgrade testing, troubleshoot system issues, identify root-cause and implement solutions to minimize or prevent occurrences;

  • Collaborate on system updates and usability improvements and testing to ensure efficient and effective processes; Conduct system testing for upgrades, UAT for customizations and lead system related change management efforts;

  • Lead the coordination of test plans, test cases, and documentation and troubleshoot interface issues, providing timely resolution and updates;

  • Provide cross-functional support to a variety of HR initiatives; Maintain positive relationships with key users in each area to stay current on how they use the various systems and offer recommendations and support for using core applications;

  • Serve as system administrator to manage roles, permissions, and settings for users in the LMS, ATS and or HR related platforms. Audit and make recommendations on permissions and optimal use of business systems to leverage data for process improvements;

  • Stay abreast of industry trends and emerging technologies to inform the continuous evolution of the HR technology strategy; Ensure system compliance with data security, record retention and privacy requirements and data regulations;

  • Collaborate with leaders to create a culture of innovation and continuous improvement within the HR function through the thought leadership in the solutioning of an on-going scalable HR technology architecture;

  • Establish and maintain strong partnerships with external vendors, ensuring the integration of innovative solutions into HR processes and systems; Serve as primary/lead contact for software vendors to report, track and resolve problems with their software products;

  • Partner across HR and the enterprise by serving on committees, RFP panels, and other operational plan projects to adopt solutions that are extensible, reusable, secure, reliable, cost optimized and operationally sound;

  • Partner with HR leadership and stakeholders to develop and maintain the multi-year HR technology roadmap and strategy;

  • Perform other duties as assigned.

Technical Requirements:

· Working knowledge of all, but not limited to, the following:

· Human Resources Information Systems (HRIS), HR Management Systems and enterprise management systems (e.g, JD Edwards Enterprise One);

· Applicant tracking systems, Learning Management Systems, Performance Management Systems (e.g. Cornerstone OnDemand);

· Dashboard and Business Intelligence tools (e.g. Tableau);

· Human resources practices and principles;

· Understanding of State, Federal, and local employment, compensation and benefits laws;

· Legislative and governance requirements and records management.

· Excellent communication, stakeholder engagement and collaboration skills

· Ability to:

· Business Process Improvement –use methods for identifying, evaluating, introducing and implementing more efficient approaches to performing business related activities;

· HRIS Operations –operate HRIS for different HR tasks, projects, and processes;

· HR Operations –implement HRIS related tasks, processes, and projects to ensure that day-to-day HR operations run smoothly;

· Human Resources Policies, Strategies and Environment –ensure compliance of current systems and processes and future solutions with OUC’s HR policies, strategies and environment;

· Internal Resource Coordination –techniques, tools and applications associated with coordination of internal resources; ability to synchronize and integrate activities, responsibilities, and command and control structures to ensure that internal resources are used most efficiently in pursuit of business objectives;

· Problem Solving – approaches, tools, techniques for recognizing, anticipating, and resolving organizational, operational or process problems; ability to apply this knowledge appropriately to diverse situations;

· Project Management – plan, organize, monitor, and control projects, ensuring efficient utilization of technical and administrative resources, to achieve project objectives;

Education/Certification/Years of Experience Requirements:

· Bachelor’s Degree in Management Information Systems, Computer Science, Information Technology, Business Administration or directly related field from an accredited college or university;

· Minimum of seven (7) years of experience in a corporate HRIS or IT application role supporting HR functional processes to include:

· Experience as a solution expert on at least 1 full life-cycle implementation of an HRIS solution including configuration, implementation and testing of tools and business process workflows;

· Experience consulting, designing and delivering cloud based Human Capital Management solutions: Applicant Tracking, Learning Management, Performance Management, Compensation tools modules; preferably Cornerstone OnDemand;

· Experience with design of reports/queries and data dashboards;

· Experience preparing and deploying technical documentation using standard templates and summarizing the documentation for non-technical users;

· HRIP or related certification (Preferred);

Physical Requirements:

This job includes very frequent speaking/ hearing, writing/ typing, and detailed inspection. This job requires frequent sitting and bending. There may be occasional standing, walking, climbing, kneeling, reaching over head, and lifting up to twenty (20) lbs.
