Summary This position is located with the Bureau of Indian Affairs, Superintendent, Okmulgee Agency in Okmulgee, Oklahoma. Responsibilities Serves as an advisor to the supervisor concerning the implementation and management of the Agency's Real Estate services. The incumbent serves as a senior realty specialist performing the following: *Provides oversight to management of trust and restricted fee real property ensuring the protection, conservation, and prudent utilization of Indian lands. *Serves as an advocate in assisting the Tribes and Tribal members with respect to the utilization of trust and restricted fee real property holdings. *Analyze request for use of Indian-owned trust assets to determine the compatibility of proposed uses with agency mission and owner needs and resolves any problems that may arise. *Performs on-site inspections for compliance; recommends corrective action or changes needed; tracks and evaluates compliance issues and corrective actions; and takes appropriate corrective action in response to violations. * Analyze the transaction, including the application, land description, appraisal, National Environmental Policy Act (NEPA), Title Status Report (TSR), and other clearances, to ensure compliance with statutory authority, laws, regulations, tribal ordinances, policies and procedures. *Consult beneficiaries, lessees, land owners and other interested parties about the contracting process, options and other needs and documentation. *Completes approvals, disapprovals, and awards, and notifies beneficiaries and other interested parties of the decision. *Ensures that all parties are in compliance with the terms and conditions of the contract. *Provide guidance in areas related to real estate services, review completed work to confirm and advise on accuracy of transaction, release of information, completeness of processes, etc. *Researches, analyzes and reviews complex or conflicting problems and issues; provides findings and recommendations on problems/issues; provides guidance and direction to staff members and owners on finding and recommendations. Requirements Conditions of Employment Qualifications EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-1170). GS-12: One year of full-time specialized experience or the equivalent, comparable to at least the GS-11 level in the Federal Service (obtained in either the public or private sector). This experience must include activities such as: 1.) serving as an advisor concerning the implementation and management of tenure management and rights of way under a real estate services program; 2.) oversight of trust and restricted property; 3.) protect the highest degree of all aspects of contracting, leasing and compliance of trust resources, and maintaining the overall effectiveness of the trust services; 4.) responds to technical inquires and explains realty services and processes in the area of contracts management. (Your resume must support this experience). Education: Education is not a qualification requirement. GS-11: One year of full-time specialized experience or the equivalent, comparable to at least the GS-09 in the Federal Service (obtained in either the public or private sector). This experience must include 5 of the 6 activities: 1) providing oversight to management of trust and restricted property; 2) performing on-site inspections for compliance; 3) recommending corrective action or changes needed; 4) analyzing transactions (i.e., applications, land descriptions, appraisals, NEPA, TSR, title documents, etc.) and other clearances to ensure compliance; 5) responds to technical inquires and explains realty services and processes in the area of contracts management; and 6) consulting with beneficiaries, lessees, land owners and other interested parties about the contracting process, options, and other needs. OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related to position. SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and is typically in or related to the position to be filled.
