Federal Aviation Administration Supervisory Airway Transportation Systems Specialist (Branch Manager) in Oklahoma City, Oklahoma

Summary As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding. The incumbent serves as the Branch Manager within the Technical Operations and Training Division, AMA-400. Responsibilities The incumbent has full responsibility for the overall direction of a highly technical and complex administrative, specialized and professional staff that are responsible for technical and engineering training for national and international air traffic safety. Oversees staff with regards to acquisition, design, and acceptance of highly complex FAA-wide Air Traffic control systems. Managerial duties affect managers and employees in a multi-layered organization, and include - strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate. Applies a detailed knowledge of the technical aspects of the work directed; a detailed knowledge of budget, human resource management, and other administrative policies and procedures; and a comprehensive understanding of the objectives of the FAA, Academy, AFN, and customer organizations. Also applies a thorough understanding of the principles of management and strategic planning, and the ability to integrate the work of multiple sections/units/projects/programs. Defines, acquires, and allocates budget, staff, and other resources to accomplish objectives for the branch and subordinate sections within the reporting structure. Manages budget and either reallocates resources among multiple organizational sections/units/projects/programs within the branch. Acquires additional resources as needed. Leads and integrates the budget planning processes for the organization and projects both short-term and long-term future needs. Participates in planning efforts that may cross organizational lines. Establishes necessary resources for operations to include budget requirements, priorities, and staffing. Develops and approves solutions to current and anticipated problems which cross organizational lines and disciplines. In doing so, considers technical, budgetary, regulatory, and political issues that involve other organizations inside and outside the FAA. May participate in developing solutions to FAA or LOB-wide problems. Individual and organizational performance is typically reviewed periodically through organizational performance measures to determine success in achieving planned results. Has broad discretion to ensure the alignment of all projects/programs with the tactical and strategic (short-term and long-term) objectives of the Technical Operations Training Division, Academy and customer organizations. Interacts on a routine basis with Academy, Regional and Washington Headquarters personnel, contracting officials, high-ranking officials, and high-level technical staff external to FAA. Internal contacts are with subordinates, peers, and higher level management to discuss the statuses and results of projects/programs and plan for the future. May represent the organization, LOB/SO, or the FAA externally as a primary point of contact for technical training policies, procedures or other project/program purposes. Has authority, within guidelines, to make commitments for the organization and establish new operating instructions, policies, procedures and to make exceptions where needed. Work is typically governed by established policies, procedures and division objectives which leave considerable room for discretion. Provides guidance to subordinate managers and employees for preventing and resolving problems without the intervention of higher level management except where FAA-wide, Aeronautical Center, or Academy interests are at stake. Qualifications To qualify for this position at the FV-K level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J (FG/GS-14) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized Experience includes: Experience leading the development of course control documents/training material on assigned National Airspace System (NAS) equipment and systems for field technical experts involved with the installation and maintenance of one or more NAS systems; experience coordinating and leading instruction to field technical personnel through classroom lectures/seminars/laboratory situations/distance learning on technical subjects relating to fundamentals, principles, maintenance, operation, and evaluation of assigned complex NAS systems to include some or all of the following: Navigation and Landing Systems, Communications, Radar, Automation, and Environmental.
