Supervises personnel engaged in transportation engineering work in one or more functional areas such as planning, design, construction, transportation/traffic operations, maintenance and/or bridge inspection. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials, private entities and/or contractors. Employees at this level are virtually self-supervising and assume direct accountability for the work product.Essential Duties:Coordinates with area engineers on design and plan preparation. Establishes, modifies or interprets applicable standards, rules, methods, procedures, practices and policies. Monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors the consultant's compliance with the terms of the contract, and prepares and delivers a written evaluation of the consultant's performance. Negotiates fees and budgets, develops and negotiates scopes of work, negotiates contract work schedules, and negotiates other contract agreements. Participates in distract plan review activities. Recommends prioritization of bridge replacement, bridge rehabilitation and repair of damaged bridges. Responsible for district highway/bridge design functions.Reviews, monitors and/or develops complex layouts, sketches, plans, specifications and estimates and/or contracts, policies/procedures, standards and guidelines, correspondence, reports and/or surveys, remediation plans or documents.Trains engineering staff.Performs other job responsibilities as assigned.
