Job Description

Mission Technologies, a division of Huntington Ingalls Industries is looking for a qualified individual to fill the role of Operations Site Manager for the Navy Integrated Training Environment (NITE) located at the Oak Harbor, WA location. The Operations Manager (Site) has overall responsibility for the Oak Harbor Site range operations and maintenance in accordance with contract requirements. The individual will direct the work of all contractor range personnel directly or through supervisors. The candidate will be the point of contact for Government personnel on all range operations and maintenance. Provides direct supervision to and appraises performance of direct reports. Ensures employees always conduct themselves in a proper and professional manner and adhere to applicable Government regulations. Resolves personnel problems and situations within range activities. Evaluates performance of assigned personnel. Coordinates temporary reassignment of personnel to other sites to provide assistance as required. Coordinates with range projects throughout the company to ensure availability of additional assets for surge requirements. The individual will have the authority to assign personnel and conduct tasking for the Lemoore Site in accordance with contract requirements. The candidate will also be the contractor on contract matters relating to daily operations of the range, meet with the Government as requested, supports Government-sponsored meetings, briefings, and reviews as required, ensures coordination and cooperation with other contractor/Government agencies and coordinates range scheduling with the Government representatives. The candidate will report to the NWTTR Contract Site Manager. Position requires flexibility as duties and responsibilities may be adjusted to meet business, customer, and contractual requirements.

Essential Job Responsibilities

  • Work encompasses all facets of range site management responsibility, and under limited supervision, plans, organizes, directs, and controls the activities of a specific department of the company to include hiring, training, planning, scheduling, budgeting, decision-making, reporting, and documentation

  • Coordinates staffing requirements, approves hiring recommendations, and trains appropriate management, technical, and administrative personnel to meet department operating requirements

  • Manages technical performance and maintains current operational status information and assessment on projects, budgets, and development plans

  • Evaluates and makes adjustments in procedures or reassigns priorities to stay within schedule and budget

  • Oversees and monitors unit QA and process improvement goals and standards

  • Assures appropriate training is provided to unit personnel

  • Interfaces with other Managers to coordinate Site support

  • Ensures the Site is responsive to the needs of the company and the customer

  • Interacts and coordinates with customer on a personal basis to ensure requirements are met

  • Periodically evaluates subordinate supervisor and technical personnel performance

  • Develops department reports, schedules, milestones, and budgets

  • Implements the functions of the department according to priorities and direction established

  • Receives guidelines from company policies and procedures applicable to the department

  • Balances policy requirements, company goals, production priorities, and employee needs

Minimum Qualifications

  • 6 years relevant progressive experience with Bachelors in related field OR

  • 4 years relevant progressive experience with Masters in related field OR

  • High School Diploma or equivalent and 10 years relevant progressive experience.

  • Seven (7) years’ technical experience in tactical training range maintenance and operation

  • Five (5) years’ experience with increasing levels of technical responsibility in complex electronic systems

  • Five (5) years’ experience in tactical training systems and/or aviation systems

  • Five (5) years’ management, supervisory, and administrative experience focused on operations and maintenance.

  • Five (5) years’ Government contracting experience.

  • Ability to speak, read, and write English.

  • Formal Quality Assurance training

  • HAZMAT training

  • Maintenance management training

  • Possess a valid state Driver’s License.

Minimum Training Required:

  • Linux OS

  • Windows OS

  • ACAS Training

Physical Requirements

May be required to visit job site in an industrial or shipboard environment. Normally not required to lift more than 40 pounds higher than three feet above feet/floor level.
