All DOC positions are designated as Safety Sensitive Positions and are subject to random drug testing pursuant to the Secretarial Directive governing Personnel Drug Testing. Medical marijuana usage, as defined in Amendment 93 of the Arkansas Constitution, prohibits Personnel in a Safety-Sensitive Position from the use of medical marijuana even if they are qualifying patient under the amendment and/or hold a registry identification card. Department Personnel are prohibited from the use or possession of a medicinal marijuana card pursuant to this policy and state law.

Summary
The Sex Offender Community Notification Assessment Administrator provides overall supervision/leadership and direction for the Arkansas Department of Corrections SOCNA programs and services.
Functions
Supervises a subordinate staff by developing short- and long-term goals and objectives, determining the allocation of internal and external resources, advising staff seeking guidance, and overseeing the functions of program activities to ensure fulfillment of the organization’s mission and objectives. Interviews, recommends for hire, trains, coordinates, assigns, reviews work, and evaluates the performance of incumbents. Monitors and evaluates service programs and recommends corrective action when needed. Writes and implements grants, assesses grant criteria to ensure compliance, and research alternative grant sources. Provides technical assistance regarding program, personnel, and policy matters and provides oral/written information and testimony. Develops and prepares operational and personnel budgets by analyzing, compiling, and preparing reports, proposals, and correspondence. Serves on various committees and task forces to stay abreast on service program information. Performs other duties as assigned.

Establishes standards of care regarding professional assessment and treatment services to offenders.
Supervises SOCNA central administrative unit supervisors
Assures compliance with clinical standards and procedures
Develops operational and strategic plans for the provision of DOC SOCNA services
Maintains up-to-date knowledge of treatment and research data
Assists in strategic planning and decision making regarding SOCNA
Provides training, program development and planning to the correctional system
Develops/reviews/implements policy and procedures
Present written and oral reports to the Arkansas Legislature
Testify in Court preceding
Minimum Qualifications
The formal education equivalent of a bachelor’s degree in general business, sociology, psychology, or a related field; plus, four years of experience in social services, organizational management, or a related area, including one year of experience in a supervisory capacity.
Preferred Qualifications:
Three (3) years of professional experience providing sex offender treatment services as a Licensed Professional Counselor, Licensed Clinical Social Worker, Licensed Master Social Worker, Licensed Marriage and Family Therapist, or Licensed Psychologist.
