Responsibilities

The Sr. Principal Project manager will report to the Division Manager of Quality Performance Assurance (QPA). The Sr. Principal Project Manager implements the company-wide external assessment program to include the external assessment subcontract. This position is the primary representative of the QPA organization to outside assessment organizations and will work closely with leadership and teams to foster a culture of self-criticality, openness, safety, and transparency.

Key Responsibilities

  • Manage large projects ($20-50M TPC) that may involve complex and technically challenging scopes of work. Responsible for all aspects of the project over the entire lifecycle (initiation, planning, executing, monitoring & controlling, and closing).

  • Serve as subcontract technical representative (STR) for the external assessment subcontractor.

  • Perform assessment activities including independent assessments, surveillances, and management assessments.

  • Oversee the execution of the External Assessment program to include the external assessment subcontractor.

  • Plan, schedule, and ensure execution of external assessments with integrated project team (e.g., task order managers, control account manager, division or departmental manager).

  • Use MSTS project management processes, techniques, and tools.

  • Meet customer needs while providing realistic expectations.

  • Establish specific customer satisfaction standards.

  • Actively monitor customer satisfaction.

  • Proactively develop and implement strategies to mitigate risk.

  • Apply project management best practices and processes, such as planning, work authorization, monitoring project performance, and controlling the project baseline.

  • Use cost-benefit analysis in decision-making.

  • Effectively use communication skills in executing project management responsibilities.

  • Work with management to ensure transparency in process and to develop annual, proactive, pre-planned schedule of activities and works with stakeholders to ensure deadlines are met and budget is executed.

  • Provide training, mentoring, and technical guidance to less experienced personnel.

  • Provide training, briefings, and orientation in areas of expertise as requested.

  • Enforce and participate in a culture of openness and transparency.

  • Advance, foster, and advocate a positive Company culture of self-criticality and Quality Assurance.

Qualifications

  • Bachelor’s degree in a related field or equivalent training and experience and at least 12 years’ related professional experience, which included at least 8 years’ as a designated Project Manager.

  • Master’s degree preferred.

  • A minimum of 8 years’ experience in assessment activities such as, assessments, audits, and/or investigations.

  • A minimum of 5 years’ experience working with/managing sub-contractors is preferred.

  • A nationally recognized certification in Project Management (i.e. Project Management Institute Project Management Professional ®) is preferred.

  • Willingness to take direction and constructive criticism.

  • Strong, demonstrable leadership and supervisory skills.

  • Ability to multi-task and prioritize work, working independently or directly with team and management.

  • Previous project/program management experience and responsibilities should include:

  • Critical Thinking & Problem Solving: Evaluate alternatives and identifies solutions using systematic, multi-step approaches. Develops innovative solutions that improve project performance. Identifies, develops, and initiates innovations and solutions where precedents and procedures may not exist.

  • Collaboration: Facilitate discussion and resolves conflicts within the Integrated Project Team (IPT) and with stakeholders. Establish trust among IPT members. Builds and uses cross-functional relationships to accomplish tasks. Establish and manages effective large (20-100 people) IPTs.

  • Maintain and effectively lead the IPT. Achieve customer satisfaction. Coach and motivate team members while promoting team interaction. Delegate responsibility appropriately. Use collaborative skills to resolve conflicts and create productive partnerships. Mentors other less experienced Project Managers and team members by consulting and providing advice.

  • Decision-Making: Demonstrate effective decision-making skills, including knowledge of how and when to escalate issues to higher levels. Analyze the risks and future impact of decisions. Use cost/benefit analysis in decision-making. Guide staff and the IPT in learning and applying effective decision-making approaches. Participate in strategy development at the program level.

  • Achieve internal Project Manager Certification at the Advanced Level or higher within 1 year, unless there are extenuating circumstances.

  • Achieve Qualified Lead Assessor within 3 years, unless there are extenuating circumstances.

  • Primary work location is the North Las Vegas Campus (subject to change).

  • This is a site critical position (telework is not available). Work is primarily located at the North Las Vegas facility, but occasional travel to the NNSS and other remote locations across the United States is required.

  • Work schedule Monday - Thursday (4/10's) (subject to change).

  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

  • Must possess a valid driver’s license.

    MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE L-level security clearance, which requires U.S. citizenship, at least 18 years of age.     Department of Energy L Clearance(position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in10 CFR Part 707.4 (http://www.ecfr.gov/cgi-bin/text-idx?SID=14b1c770db022992d237769fbe9fc519&mc=true&node=se10.4.707_14&rgn=div8) , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Annual salary range for this position is: $132,142.40 - $204,817.60.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
