Responsibilities
This position reports to the Division Manager of Quality Performance Assurance (QPA) as a Sr. Principal Engineer. The Sr. Principal Engineer implements the company-wide assessment program to include independent assessments/audits, independent surveillances, and supporting external assessment. This position is the primary technical representative of the QPA organization to subject organizations and will work closely with leadership and teams to foster a culture of self-criticality, openness, safety, and transparency. This position serves as the technical subject matter expert (SME) for QPA and provides technical guidance to assessment team and inspects, audits, and assesses QA and technical aspects of work performed at the NNSS.
Key Responsibilities
Perform Duties of Independent Lead Assessor
Plan, direct, lead, or perform independent assessments and surveillances using quality and/or safety technical standards and practices to ensure process control and compliance.
Plan, perform, and act as Team Lead for Independent Assessments of technical and quality processes to include subcontractor preparation and evaluation as necessary.
Plan, perform, and act as Team Lead for Surveillances of technical and quality processes to include subcontractor preparation and evaluation as necessary.
Plan and perform effectiveness reviews on significant issues to confirm the implementation of corrective actions (number is dependent on number of significant conditions experienced by the Site).
Prepare and write final assessment reports and process findings into the company wide issues management program (caWeb).
Provide presentations for senior management (e.g., assessment entrance and exit briefings).
Coordinate External Assessments (i.e., POC) as requested
Coordinate administrative tasks, including setting up meetings, meeting locations, computer, and other resources for assessors.
Escort assessors to facilities and meetings as applicable.
Serve as liaison between assessors and subject organization as needed.
Recommend actions related to non-compliance and vulnerabilities and follow through to ensure corrective actions and mitigation measures are implemented (e.g., through assessment activities and other departmental authorities).
Promote QA & CAS
Integrate and coordinate a team of appropriately qualified quality assurance and/or safety personnel to provide support to other organizations and ensure that activities comply with laws, codes, orders, and policies and procedures.
Develop and maintain Performance Assurance Assessment Performance Indicators as needed.
Develop and maintain requisite procedures, templates, and job aids.
Coordinate and participate in Management Assessments
May help formulate ESH&Q guidelines
Consult with senior line organization managers on quality and safety matters to ensure that procedures and work practices comply with the quality and safety programs and governmental requirements (e.g., Management Assessment Training, assessment activities).
Promote quality through training and communication with other Company organizational units (e.g., Management Assessment Training, assessment activities).
Communicate with senior managers, peers, and subordinates in the organization and well as with other company organizational units on matters related to quality or safety.
Provide technical expertise to other organizations in support of the Management Assessment program.
Assist in development and maintenance of Quality training programs (e.g., Management Assessment training).
Utilize QA subject matter expertise to bring QA principles and methods to organizations across the company.
Serve as Advisor to Management
Serve as an expert advisor to other personnel and management on difficult and critical technical issues.
Utilize experience, technical subject matter expertise, and general knowledge to advise and assist management in driving the direction of the group.
Develop and present proposals on methods to execute the management’s vision for the group.
Provide guidance to leadership, including senior management, regarding strategic development opportunities using MSTS technologies and capabilities.
Lead and Mentor Others
Promote team member and less experienced QA personnel (inside and outside of PAA) development through mentoring, guiding, training, technical guidance, and coaching to assist and ensure staff are appropriately trained and meet appropriate qualifications.
Serve as an organizational resource and advisor to the organizational team on project status and issues related to safety and quality.
Mentor staff and management in QA and other technical methods, processes, and best practices.
Ensure team’s processes and deliverables comply with laws, codes, orders, and Company policies and procedures (including team reports, plans, and other work products).
Serve as Technical SME
Serve as Subject Matter Expert (SME) to both internal and external parties. Provides cross disciplinary solutions, integration, and implementation of corporate QA, business, and technical programs executed at all levels of the business.
Maintains current on quality and safety programs, standards, procedures, and processes and applies them to work responsibilities as required.
Provide training, briefings, and orientation in areas of expertise as requested.
Work with customer personnel to ensure their needs are clearly defined and works with others to meet customer objectives.
May be called upon to represent company position to headquarters or regulatory customers.
Serve as Technical Lead for major projects and startups. Initiates collaboration with partners external to MSTS. Leads collaboration to achieve mission execution.
Devise integrated solutions to the most complex technical problems of broad scope. Solutions are comprehensive in technical and business aspects and exhaustive at all levels, including cross-disciplinary.
Qualifications
Minimum Education and Experience
Bachelor’s degree in an engineering program accredited by the Accreditation Board for Engineering and Technology (ABET) required for Civil, Mechanical and Electrical engineering degrees;
Or Calculus-based STEM bachelor’s degree in engineering;
Or Professional Engineer license
Plus at least 14 years’ relevant experience.Skill building experience must demonstrate either deeper technical specialization or additional cross-disciplinary knowledge. Graduate research experience may be recognized.
At least 8 years’ experience in assessments or assessment-type activities (e.g., audits, assessments, inspections, investigations).
Experience with Quality Assurance and Quality Assurance principals and standards strongly preferred (e.g., ISO 9001, ASME NQA-1)
Recognized as an authoritative source of information.
Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
Must possess a valid driver’s license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Department of Energy Q Clearance (position will be cleared to this level). Annual salary range for this position is:$141,232.00 - $218,920.00.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
