Overview

Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsibilities

Provide strategic leadership to increase partnerships with agencies that utilize the unique capabilities of NNSS to enhance the nation’s ability to prevent and respond to the threat posed by weapons of mass destruction. Lead communications with senior government officials and operational commanders in supported agencies to ensure that the capabilities of NNSS are understood. Mentor and assist NNSS leadership and staff and build communications bridges to maximize understanding at NNSS of the operator’s needs within Homeland and National Security Agencies such as FBI, DOD and DHS.

Key Responsibilities

  • Coordinate planning, development and execution of strategic plans, strategies or initiatives.

  • Develop and implement guidelines and policies with the purpose of ensuring alignment with the business objectives.

  • Act as independent advisor and/or technical expert in support of specific organizational objectives, plans, strategies, structures and/or policies.

  • Provide training, guidance and mentorship for staff supporting CWMD mission delivery.

  • Coordinate activities across departments and functions.

  • Develop new programs to support the strategic direction of the company.

  • Develop and manages budget and operating plan.

  • Interact with all levels of management, both within and outside the organization.

  • Interact frequently with internal management concerning projects, operational decisions, requirements, and/or contractual clarifications.

  • Lead briefings and technical meetings.

Qualifications

  • Master’s degree in related field or equivalent training and experience, plus a minimum of 20 years of related and progressively responsible experience.

  • Experience in senior executive positions in NNSA supported federal agencies, experience with national level development of Counter Weapons of Mass Destruction (CWMD) strategies and policies.

  • Specific knowledge of Counter-terrorism /Counter Proliferation national level needs and strategies.

  • Experience developing programs to implement those strategies (technical and operational).

  • Demonstrated success developing new projects, programs, and missions within a global security environment.

  • Ability to obtain a Department of Energy Q Clearance (position will be cleared to this level).

  • Experience working with DOE/NNSA National Labs.

  • Experience/Knowledge with/of Nevada National Security Site, Remote Sensing Laboratory, and Special Technology Laboratory capabilities as they relate to agency CWMD/CT needs.

  • Excellent verbal and written communication skills on technical and non-technical topics.

  • Ability to exercise clarity and directness in all forms of communication.

  • Innovative and have good problem-solving skills.

  • Ability to make sound decisions based upon limited information.

  • Demonstrated ability to negotiate creative and innovative solutions at the executive level from competing sets of interests and perspectives.

  • Demonstrated success as an enabling team member and partner for mission and mission facility operations.

  • Breadth of experience and ability to recognize, inspire and motivate others to perform well.

  • Ability to enhance productivity and performance through appropriate mentoring and training.

  • Ability to delegate. Ability to set expectations and to monitor delegated activities to closure.

  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

  • Must have a valid driver's license.

    MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

    Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 (http://www.ecfr.gov/cgi-bin/text-idx?SID=14b1c770db022992d237769fbe9fc519&mc=true&node=se10.4.707_14&rgn=div8) , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is: $211,681.60 to $349,273.60.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
