The Grants Management Team is seeking an innovative and results-oriented professional with strong grant management experience to provide support with planning, developing, analyzing, and performing complex projects associated with the management of federal, state, and local grant funds. As a member of the Grants Management Team, you will gain a unique perspective of local government, with a high-level perspective of the broad spectrum of work undertaken each day to ensure a safe, healthy, and thriving city.
The Management Analyst II – Grants is responsible for the administrative functions of the city’s grant process. This position works with the Grants Management Team and city departments to review, organize, and process grant applications from start to finish. The Management Analyst II also maintains the citywide grants manual.
Departmental Salary Range: $54,601.00-$60,061.00
Essential Functions
Essential functions include but are not limited to:
Compiles and reviews internal and external grant information to assist city departments with completing grant applications.
Reviews and edits draft grant applications to ensure it is responsive to grant solicitation requirements and work with departments to prepare final document for submission.
Assists city departments with the implementation of grant programs including budget development, monitoring and reporting requirements.
Assists in the development and implementation of a citywide grant monitoring process for all city departments.
Maintains informational web-based databases to record, analyze and report data on grant programs and service activities.
Assists management by developing detailed reports on city grants, analysis of city process, sensitive documents, correspondence and special reports.
Participates in task force meetings and special projects.
Coordinates with the Finance Department to ensure the city financial management system reflects accurate city grant activities and status.
Disseminates information publicly, concisely, timely and thoroughly to all levels of management and stakeholders.
Education/Experience
Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent. Preferred academic coursework in Public Administration, Not-for-Profit Management, or Grants Administration / Management.
Three years experience in data analysis or related field, or an equivalent combination of education and experience
Additional preferred experience:
Experience in grant processing, monitoring and conducting site visits.
Advanced knowledge of Microsoft Office Suite software to include Word, Excel, and Power Point.
Experience with financial management systems; and
Effective researching, writing, analytical and public speaking skills.

Work Location: 810 Union Street, Norfolk, VA 23510
Work Hours : Monday through Friday 8:30 am – 5:00 pm
Signing Bonus: This position is eligible for a one-time $5,000 signing bonus for applications received on or after February 22, 2022. The signing bonus will be paid in two (2) increments: $2,500 upon completion of 60 days of employment, and $2,500 upon completion of your probationary period. To receive the signing bonus, you must be an active employee in good standing.
Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.
Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.
Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.
Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
