The Opportunity:

  • Join NAVSEA 03S as the lead IT Quality Assurance Director for the Navy Maintenance and Modernization Enterprise Solution (NMMES)

  • Play a crucial role in ensuring the quality and reliability of IT systems supporting naval ship and submarine maintenance operations across global Navy facilities

  • Oversee quality assurance processes for complex systems serving over 45,000 users in Navy Shipyards, Intermediate Maintenance Facilities, and other naval repair centers

  • Lead and mentor a team of QA professionals in evaluating and improving IT solutions spanning legacy to modern web applications

  • Contribute to the strategic direction of NMMES, balancing quality requirements with customer-driven enhancements and technology obsolescence challenges

  • Implement and maintain quality standards throughout the entire systems lifecycle

  • Apply SAFe Agile methodologies to improve QA processes and team efficiency

Responsibilities:

  • Establish and maintain a comprehensive process for evaluating the systems lifecycle process and associated documentation within the NMMES environment

  • Determine the resources required for quality control and track the level of quality throughout the system life cycle

  • Conduct formal and informal reviews at pre-determined points throughout the lifecycle of NMMES components

  • Develop and implement quality assurance strategies for both legacy systems and new technology integrations

  • Collaborate with development and operations teams to ensure quality is built into all phases of the software development process

  • Lead initiatives to modernize QA processes while maintaining rigorous standards for system reliability and performance

  • Provide daily supervision and direction to QA support staff

  • Implement and oversee SAFe Agile practices within the NMMES quality assurance process

Qualifications:

Required:

  • Must be a US Citizen with an active Secret clearance

  • At least 12 years of experience in IT quality assurance or related field within DoD/Navy programs

  • At least 5 years of managerial experience in quality assurance

  • Extensive knowledge of quality assurance principles and practices, particularly in managing complex, global IT systems

  • Proven experience leading QA teams and managing full system lifecycle quality processes

  • SAFe Agilist (SA) certification or higher

Desired:

  • Bachelor's degree in Computer Science, Information Systems, or related field

  • Experience with naval maintenance and modernization systems or similar complex DoD programs

  • Strong analytical and problem-solving skills with the ability to balance quality assurance for legacy systems and new technology integration

  • Advanced SAFe certifications such as SAFe Program Consultant (SPC) or SAFe DevOps Practitioner

  • Familiarity with quality assurance processes for both legacy software applications and current web application technologies

  • Experience in managing QA processes across multiple operating systems and technology platforms

  • Knowledge of relevant DoD and Navy standards for software quality and testing

Pay Range : There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$95,500-$210,100
