Description

The City of Norfolk's Department of Public Works is currently seeking an Accountant I in its Financial Management Division. The Department of Public Works builds, maintains, and operates the physical facilities that support and enhance the lives of Norfolk’s citizens, businesses and visitors, including the City’s storm water system, street network, waste management and recycling systems. The Department is comprised of 7 divisions that function collectively to make your commute safe and efficient, your neighborhood more attractive, and the streets and sidewalks clean and well-maintained

The Financial Management Division is primarily responsible for the collection, distribution and maintenance of funds handled within the Department of Public Works. The Division administers the stormwater billing program, oversees accounting and budget functions and helps maintain the fiscal integrity of the department’s budget and fiscal policies.

The individual selected for this position would monitor and process billing of the environmental storm water fees, provide customer service to citizens inquiring about storm water billing, and offer guidance and assistance to employees conducting financial processes relating to storm water.

Departmental Hiring Salary: $46,589

Essential Functions

Essential functions include but are not limited to:

  • Maintains the payroll system by creating spreadsheets and payroll schedules, entering and tracking hours worked, and tracking sick, vacation and holiday hours and advising staff on payroll questions when necessary

  • Reviews reports and customer inquiries and enters data into computerized utility billing system.

  • Monitors accounts and prepares spreadsheets, reconciles accounts, and reviews outstanding payables and receivables.

  • Prepares journal vouchers and other financial documents such as budget transfers and cash receipts.

  • Assists with the budget process.

  • Supervises personnel by reviewing data entry and providing training and guidance.

  • Responds to citizen inquiries regarding Storm Water billing and adjusts records as needed.

  • Processes storm water billing as a primary or alternate function.

  • Performs administrative duties by compiling data for reports, filing documents, processing various reports, maintaining files, and writing correspondence.

  • Requires computer skills including Windows, mainframe applications, Excel, Outlook, and Word.

  • Requires the ability to read contracts.

  • Requires considerable knowledge of the procedures of keeping fiscal accounts and records.

  • Requires considerable knowledge of pertinent departmental operational procedures and policies.

  • Requires knowledge of mathematics as it applies to bookkeeping and accounting operations (adding, subtracting and percentages).

  • Requires ability to write memos and other documentation.

  • Must be able to deal tactfully and courteously with others on the telephone, in email, and in person.

  • Must be able to prioritize and organize work assignments to meet deadlines.

  • Assists with special projects and other duties as assigned.

  • Requires normal hearing and seeing capabilities, and the ability to follow verbal and written instructions.

  • Must be able to sit, stand, bend, and lift in order to maintain files.

Education/Experience

Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.

Six months as a staff accountant.

  • Retirement

    If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

    If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
