You will serve as a Contract Specialist in the Contracts Department, Policy & Support Division, Policy and Training Branch (Code 411) of the Supervisor of Shipbuilding, Conversion & Repair (SUPSHIP), Newport News, VA, Responsibilities You will support a full range of contract administration and supporting actions for the programs of the Contracts Department. You will serve as the alternate focal point for Enterprise Resource Planning (ERP), Electronic Data Access (EDA), and the DoD Standard Procurement System (SPS). You will develop new policies or changes to policies related to acquisition and contract administration. You will respond to data call generation and assist audit requests. You will perform as the Contractor Performance Assessment Reporting System (CPARS) focal point and provide contractor performance analyses to support a variety of contracts awarded internally or assigned by other agencies. You will assist with internal compliance reviews required under the SUPSHIP Newport News Assessable Unit/Manager's Internal Control Program (MICP). You will document, analyze, interpret, project, and report data relating to contract funding, contract status, and contract changes. You will execute systematic reviews and procedures for the timely closeout of completed contracts and prepare files for archive storage. You will serve as an advisor to the Branch Chief on the implementation of new acquisition and contract administration policies or changes to policies. You will perform or support the maintenance of contract procurement and administration regulations, policies, case files, relevant background documents, and any other reference materials. You will assist in updating all department policies, instructions, notices, and other guidance through periodic reviews and revisions. You will provide functional support in synchronizing/implementing processes for contracting and acquisition financial systems. You will assist in establishing internal procedures to implement and guide accomplishment of Navy policies regarding the use of contract writing/contract management application software, including Enterprise Resource Planning (ERP) modules. You will improve the understanding and utilization of contract management application software within the department and command through guidance and training. You will represent the SUPSHIP Newport News Contract Department at Navy and Naval Sea Systems Command (NAVSEA) Enterprise Resources Planning meetings or other e-Business meetings. You will administer compliance to Contractor Performance Assessment Reporting System (CPARS) requirements. You will ensure that technical contractor performance analyses is provided to support both pre-award and post-award functions on all types of contracts awarded internally or assigned to SUPSHIP Newport News. You will provide staff-level guidance and assistance on technical CPARS matters and recommend solutions to unusual and controversial problems related to disagreements on contract performance issues. You will assist in providing Contracting Officer Representative (COR) management and training. You will prepare the Department's Management Control Plan to ensure evaluation of Assessable Units (AU) for the Department's key financial and operational processes and functions. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying a wide range of professional contracting methods to carry out pre-award and/or post-award procurement actions. Examples of qualifying experience may include (1) working knowledge of contract planning, solicitation, proposal evaluation, contract award and administration; (2) experience applying policies and regulations using the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), and other acquisition guidance; (3) experience conducting contract execution to resolve issues and monitor compliance with pre-award and post-award policies and procedures. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
