POSITION HIGHLIGHTS

THE ROLE
The UAS Program Manager will oversee the UAS program at CTDOT, including all missions, equipment, and UAS pilots.
Responsibilities include:
Oversee routine and emergency response missions for data collection
Vet and approve all CTDOT staff participating in CTDOT’s UAS program
Develop and provide continuous training to CTDOT staff participants to ensure compliance with FAA regulations
Ensure CTDOT’s UAS program compliance with FAA regulations
Establish and maintain all pre-flight, flight and post-flight procedures
Research, analyze, and interpret information issued by FAA and other State and Federal agencies relative to UAS operations
Represent the Department on matters involving UAS operations
Monitor FAA regulations relative to UAS for changes and recommend modifications to CTDOT’s UAS program or procedures to ensure compliance, risk management and CTDOT best practices
Maintain UAS program data and documentation
Prepare reports
Edit and format video and images
Lead the expanded use of UAS across all CTDOT Bureaus
Ensure UAS equipment is inventoried, maintained and repaired
Research and prepare grants for UAS equipment
POSITION REQUIREMENTS
Candidates must be flexible to meet the UAS needs of the Department, and must be available to travel for conferences, meetings, field visits, etc., both within and outside of normal working hours, when necessary. A valid driver's license is required and must be maintained. The ideal candidate will possess and maintain a current Small Unmanned Aircraft System Remote Pilot Certificate.

Selection Plan
For current state employees, salary calculations are not necessarily comparable from one of the three branches of state government (i.e. Executive, Legislative, Judicial) to the other.
This position will be filled in accordance with contractual language, reemployment, SEBAC, transfer, promotion and merit employment rules.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Nine (9) years of professional experience.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been in the specific area of assignment.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
A Master's degree in business administration, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.
Department of Labor: Two (2) years of experience as an Apprenticeship and Training Program Manager may be substituted for the General and Special Experience.
PREFERRED QUALIFICATIONS
Possess and maintain a current Small Unmanned Aircraft System Remote Pilot Certificate
Experience with relevant federal, state, agency and bureau manuals, policies, and procedures
Experience developing, managing and overseeing a UAS training program
Experience in UAS fleet management and deployment
Experience with innovative UAS techniques and technology
Experience developing 3D models
Experience working with Lidar and photogrammetry
Experience preparing and reviewing complex technical reports and documents, specifically generated via UAS flights
Grant writing experience
Experience coordinating effectively with stakeholders such as CTDOT staff, consultants, towns, state and federal agencies
Experience with state and federal funding programs
Experience with managing project schedules and budgets
Experience with presentation skills and oral and written communication skills
Experience supervising, evaluating and mentoring staff
Experience using Office365, UAS Operations and Fleet Management Software, 3D UAS/ Drone Mapping software such as Pix4D, DroneDeploy, Context capture or other UAS relevant drone solutions
Experience with techniques for UAS inspection of structures and construction sites
Experience with UAS ground terrain capture
Experience with project marketing with UAS captured images and videos
Experience with video editing applications
