Roles and Responsibilities:
Manages staff employees, consultants and contractors conducting various departmental requirements for designated construction project(s).
Manages the development of projects with observance and/or adherence to scheduling standards and guidelines for all construction projects and programs, from conceptual design through construction.
Ensures quality and timeliness of budgetary and construction estimates and coordinates the resolution of scheduling issues with relevant parties.
Routinely visits project sites, and works with design team, construction managers and resident engineers, consultants, contractors, and appropriate personnel to resolve current or unforeseen problems affecting schedule, budget or ultimate quality of delivered product.
Reviews technical specifications with Project Managers and Contract Administrative staff; participates in bid proceedings and pre-bid conferences.
Identifies the impact of project delays and claims resolution.
Participates on Technical Evaluation Committees for Engineer/Consultant selection.
Makes recommendations regarding the scope of work and solicitations for proposals, quotations, and bids. Assists in preparations of solicitations.
Reviews and examines estimates, specifications, plans, and responses to bid and quotation solicitations for conformance to the requirements and necessities of capital project and programs.
Coordinates with various department’s personnel for outage scheduling and assignment activities.
Develops and manages project budgets and maintains financial reporting.

Inspectors
Education, Experience, and Qualifications:
Bachelor’s degree in Construction Engineering/Management, Engineering, Architecture
Eight (8) years of progressively responsible experience in construction engineering management, including constructability plan review.
Professional Engineer or Registered Architect license is desirable.
Completion of a technical program and two (2) years of experience in construction may be substituted for the degree requirement.
Hazardous Waste Operations and Emergency Remediation Standard (HAZWOPER) certification is required within six months of obtaining position.
Knowledge and Skills:
Applied experience managing construction / infrastructure / facility improvement projects, particularly in rail and bus operating environments desired.
Excellent personal computer skills and ability to use MS Office Suite, project management, and finance management software.

Other Conditions:
Professional Engineer or Registered Architect license is desirable.
PMP is a plus.
Valid NJ State Driver License
