Citigroup SVP, Global HR Human Capital Risk & Control Sr Officer (Hybrid) in New York, New York

Human Resources (“HR”) is a global organization comprised of more than 4,000 professionals providing strategic human capital advisory support to Citi's business leaders in multiple industries across all 96 countries of operation. Within this context, Human Resources is responsible for the development and delivery of core HR programs including: sourcing qualified talent; assisting managers to apply effective employee selection practices; establishing appropriate terms and conditions of employment; developing effective new employee on-boarding; training employees; assessing employee job performance and talent; developing manager leadership capability; succession and resource planning; measuring employee sentiment; escalating and/or investigating potential employee misconduct and mechanism for employee corrective action; developing strategies to discontinue employment, as well as maintaining market competitive compensation, benefits and recognition programs intended to reward good performance and retain talented employees. Many of these programs, processes, underlying data, and associated requirements are highly regulated, governed by policy and attract substantial legal, operational and strategic risk.

The Enterprise Human Capital Risk Team within Global HR Controls is responsible for developing, implementing, and managing the Human Capital Risk Management Framework across Citi. Our core activities are performing a quarterly Human Capital Risk Appetite Assessment, quarterly Business Performance Reporting (BPR), maintaining Human Capital risk taxonomy inventory, developing, monitoring and reporting on Human Capital metrics and management/oversight of enterprise Human Capital Risk issues. The Global HR Human Capital Risk Senior Officer is a strategic professional who directly supports Global HR Controls organization.

Responsibilities:

  • Establish and oversee the application of Human Capital risk policies, technology and tools, and governance processes to create lasting solutions for minimizing losses from failed internal processes, inadequate controls, and emerging risks.

  • Strengthen the enterprise Human Capital Risk framework, including review risk taxonomy, develop and maintain minimum controls, enhance Human Capital UKI etc.

  • Independently assess risks and drive actions to address the root causes that persistently lead to Human Capital risk losses by challenging both historical and proposed practices.

  • Perform the quarterly Human Capital Risk Appetite Assessment, developing, monitoring and reporting on Human Capital metrics.

  • Act as subject matter expert (SME) to senior stakeholders and/or other team members with respect to the Human Capital Risk Management framework.

  • Inform governance committees and stakeholders (i.e., HR BRCC, Board, Regulators, HR OpCo) on global, segment and region level Human Capital risk related matters.

  • Lead and oversee the annual Human Capital Universal Key Indicator (UKI) reviews.

  • Monitor UKIs triggers and thresholds and the analysis by the Business of breaches and action steps to correct breaches.

  • Communicate and escalate UKI breaches at the global, segment and region level.

  • Ensure that the identification, reporting, monitoring and management of Human Capital Risk, including UKIs, risk appetite is communicated and understood by Businesses/Functions to make data-driven decisions and mitigate risks.

  • Works closely with colleagues in the Business/Functions, other areas of Risk Management, Finance, IA and Compliance to ensure appropriate management of Human Capital Risk processes.

Qualifications:

  • 10+ years relevant experience in risk and control, regulatory, audit or compliance related disciplines; experience in Operational and Human Capital Risk disciplines would be a plus.

  • Ability to work in a fast-paced, high-demand environment, both independently and as part of a team under tight deadlines and with the ability to manage multiple priorities concurrently, efficiently, and effectively.

  • Attention to detail, strong analytical, quantitative, and investigative problem-solving abilities.

  • Experience navigating and networking across an enterprise utilizing internal and external resources, working collaboratively across various areas of the organization.

  • Expertise in the following would be beneficial: Fraud Awareness and Risk Management Operations and Systems, Information Security Standards, Vendor/Outsourcing Management, Manager’s Control Assessment (MCA), Legal and Regulatory Compliance.

  • Ability to build and maintain strong partnerships and relationships with functional and business partners, including Line of Defense colleagues.

  • Excellent communication and presentation skills – verbal & written

  • Strong project management and reporting skills.

  • Proficient with Microsoft Office products.

Education:

  • Bachelor’s/University degree, Master’s degree preferred.

Primary Location Full Time Salary Range:

$163,600.00 - $245,400.00
